by the National Labor Relations Board or by any other agency, pub-
lic or private, notification of such recognition or certification. The
report to the Commissioner shall contain the name and address of
the employer, total number of employees in the business establish-
ment, total number of employees in the bargaining unit and, if
known, the date negotiations for establishment of a collective bar-
gaining agreement are to begin. Within the Department of Labor
and Industry there shall be a Division of Mediation and Conciliation
which on behalf of the Commissioner shall administer the provisions
of this subtitle.
THE APPROPRIATION FOR AND EXPENDI-
TURES BY THIS DIVISION SHALL NOT EXCEED $36,000 IN
ANY FISCAL YEAR.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 430
(Senate Bill 284)

AN ACT to repeal Sections 167-180, inclusive, of Article 48 of the
Annotated Code of Maryland (1965 Replacement Volume, 1968
Supplement), title "Inspections," subtitle "Boiler Rules," and to
enact new Sections 167-180, inclusive, in lieu thereof to stand in
the place of the sections repealed, AND TO RENAME THIS SUB-
TITLE "BOILER SAFETY ACT," providing for the safe construc-
tion, installation, maintenance, use, repair and inspection of boilers,
granting certain authority to and imposing certain duties upon the
Commissioner of the Department of Labor and Industry and the
Board of Boiler Rules in relation thereto and providing penalties
for the violation thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 167-180, inclusive, of Article 48 of the Annotated Code
of Maryland (1965 Replacement Volume, 1968 Supplement), title
"Inspections," subtitle "Boiler Rules," be and they are hereby re-
pealed and that new Sections 167-180, inclusive, be and they are
hereby enacted in lieu thereof to stand in the place of the sections
repealed AND THAT SAID SUBTITLE BE AND IS HEREBY
RENAMED "BOILER SAFETY ACT" and to read as follows:

BOILER SAFETY ACT
167.

The General Assembly of the State of Maryland finds that there
have been numerous recent incidents of peril to the safety of life,
limb and property due to improper and/or inadequate construction,
installation, maintenance, use, repair or inspection of boilers operat-
ing in this State. It is the policy of this subtitle and the intent of
the General Assembly to establish boiler safety standards in the
State of Maryland to provide a level consistent with the needs of the
population for their safety of life, limb and property.
