FUEL FROM A DULY LICENSED MOTOR FUEL DEALER,
TAX PAID FOR RESALE AND/OR REDISTRIBUTION AT
WHOLESALE.

(4)   "HEATING OIL DISTRIBUTOR"—SHALL MEAN AND
INCLUDE ANY PERSON, FIRM OR CORPORATION WHO
BUYS HEATING OILS AND/OR KEROSENE FOR RESALE
AND/OR REDISTRIBUTION.

(5)   "SALE"—SHALL MEAN AND INCLUDE ANY EX-
CHANGE, GIFT OR OTHER DISPOSITION, AND "PURCHASE"
SHALL INCLUDE ANY ACQUISITION OF OWNERSHIP.

(6)   "RETAIL SERVICE STATION DEALER"—SHALL MEAN
AND INCLUDE ANY PERSON, FIRM OR CORPORATION
MAINTAINING A PLACE OF BUSINESS WHERE MOTOR
VEHICLE FUEL IS SOLD AND DELIVERED INTO THE TANKS
OF MOTOR VEHICLES.

(7)   "MANUFACTURER AND REFINER"—SHALL MEAN
AND INCLUDE ANY PERSON, FIRM OR CORPORATION EN-
GAGED IN PRODUCING, BLENDING OR COMPOUNDING
MOTOR VEHICLE FUELS IN THIS STATE.

(8)   "PERSON"—SHALL MEAN AND INCLUDE PARTNER-
SHIPS, FIRMS, ASSOCIATIONS, COMPANIES, CORPORATIONS
AND SHALL, ALSO, BE CONSTRUED TO IMPORT BOTH THE
PLURAL AND SINGULAR AS THE CASE DEMANDS.

(9)   "MOTOR FUEL WHOLESALER"—SHALL MEAN AND
INCLUDE ANY MOTOR FUEL DEALERS AS DEFINED IN
SECTION 135 OF ARTICLE 56 OF THE ANNOTATED CODE
OF MARYLAND.

157B. Rules and Regulations; Specifications for Petroleum Prod-
ucts; Injunction Against Violations.

(a)   The Comptroller of the Treasury is hereby authorized and
required to administer the provisions of this subtitle. For this pur-
pose, he shall have the power to promulgate such rules and regula-
tions as may be necessary for the proper administration and en-
forcement of this subtitle. He shall establish by regulation minimum
specifications for the various gasoline and special fuel products
marketed in this Stater
CONSISTENT WITH THE GENERAL
PRACTICES OF OTHER STATES AND THE PETROLEUM IN-
DUSTRY BY USING THE PROVISIONS SET FORTH BY THE
AMERICAN SOCIETY FOR TESTING MATERIALS MANUAL
AS AMENDED FROM TIME TO TIME. He shall have authority
to change such specifications, but only after giving sixty (60)
NINETY (90) days notice and a public hearing in regard to such
changes.
WHEN SUCH SPECIFICATIONS ARE ESTABLISHED,
THE SUPPLIER OF THE GASOLINE AND SPECIAL FUEL
PRODUCTS TO THE RETAIL SERVICE STATION DEALER
SHALL COMPOUND THE PRODUCT STORED BY THE
DEALER SO THAT IT MEETS SPECIFICATIONS, IF POS-
SIBLE.

(b)   Whenever the Comptroller of the Treasury shall find any
person willfully marketing gasoline and special fuel products in this
State which are regulated by this Article and which do not comply
with the prescribed minimum specifications therefore or otherwise
