Any deficiencies noted shall be reported to the Director. The com-
mittee may order the Director to suspend the permit until corrective
action is taken.

665.

(b) He shall regrade in a manner to be established by rules and
regulations of the Director [, in accordance with, but not limited
to, the following] and in accordance with the approved plan. Such
regrading shall include, but not be limited to, the following:

(1)    If spoil banks have been created, grade the surface of the
spoil banks so as to reduce the depressions between the peaks of the
spoil to a surface which restores the terrain to as near normal as is
satisfactory to the [Bureau] Director. The grading shall be done
in such a way as will minimize erosion due to rainfall and will also
eliminate steep grades between peaks and make the surface more
suitable for tree cutting or logging operations or cattle grazing or
other suitable uses. The grading shall be done in a manner which
will minimize, as far as practicable, the presence of large rocks, or
materials which would be toxic to plant life, on the surface of the
graded area.

(2)    If the overburden deposits are composed of materials which
are suitable for the support of tree growth, or the growth of
grasses or other reclamation vegetation, or if such material can be
expected to become suitable by natural leaching and weathering
processes, the overburden material shall be graded so as to cover the
final pit. The operator shall exercise measures required so as not to
lose or make unavailable overburden material for the grading re-
quired by paragraphs (1) and (2).

(f) An operator, with the written approval of the landowner,
except where leases in existence on June 1, 1967, do not so provide
or permit, may propose alternative plans for reclamation wherein
the land can be used for suitable purposes. The alternate plans shall
be submitted to the Director [, and if they are approved by the
Director and complied with within the times herein prescribed for
backfilling and planting, or such other time limits as may be agreed
upon as being reasonable for carrying out the plans, the backfilling
and planting requirements shall be waived by the Bureau. Wher-
ever reasonable and practicable, the Bureau shall require back-
filling and planting as the open-pit mining progresses] as part of
the Mining and Reclamation Plan.
All backfilling shall be completed
before backfilling equipment is moved from the operation.

666.

(a) Within thirty (30) days after the operation is finished or
abandoned, the operator shall file with the Bureau of Mines, a com-
pletion report on a form to be prescribed and furnished by the
Director, identifying the operation, stating the area of land affected
by open-pit mining, and stating whether the operator intends to
carry on deep pining upon the premises. The operator shall attach
to the completion report a map of the operation certified by a sur-
veyor, showing the boundary lines of the tract or tracts, th
