The Authority may receive from the State, its political subdivi-
sions, the Federal government, or from any other source, funds to be
applied to its obligations and functions under this subtitle. The
Authority may borrow from the State and the represented counties,
and they may lend to the Authority, funds required by the Authority
to meet its obligations under its contracts with the Federal govern-
ment GOVERNMENT.
102.
The Department shall make available to the Authority its expertise
and its consulting services, subject to budgetary limitations.
103.
The Governor may expend from the contingency fund an amount
not exceeding $10,000 to provide for the operational costs and ex-
penses of the Authority for the first year of its operation. In succeed-
ing years, the Authority shall prepare a budget to support its con-
tinued operation. Of the amount requested, one-half shall be
requested from the General Assembly in the budget of the Depart-
ment of Water Resources and one-half shall be provided by the
represented counties. The Authority shall adopt a formula for deter-
mining each county's share of the budget.

Nothing in this subtitle affects or repeals any part of Article 96A,
Article 43, Article 25, Sections 52 through 122, or Article 66C, Sec-
tions 88 through 103, of the Annotated Code of Maryland (1957 Edi-
tion as amended), except for Section 53A of Article 96A, which
section is superseded by this subtitle to the extent that it is incon-
sistent with this subtitle.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to add new Section 26A to Article 96A of the Annotated
Code of Maryland (1964 Replacement Volume), title "Water Re-
sources," subtitle "Pollution Abatement," to follow immediately
after Section 26 thereof, to designate the state agencies responsible
for the elimination of an FOR DEVELOPING A PROGRAM TO
ENABLE THE STATE TO RESPOND TO AN EMERGENCY
oil spillage in the waters of the Stater AND AUTHORIZING
THESE AGENCIES TO COLLECT A COMPENSATORY FEE.
