CHAPTER 539
(Senate Bill 336)

AN ACT to waive the provisions of Section 10 of Chapter 504 of
the Acts of 1966, said section relating to the time by which
projects contained in the General Construction Loan of 1966 must
be placed under contract, insofar as the provisions of said section
relate to certain items contained in said Act for the Department
of Correction and relating to Conversion of old Power House to
Laundry and Construction of three staff houses at the Maryland
Correctional Institution
Hagerstown, and to extend for two
years the period during which the said items may be placed under
contract.

Section 1. Be it enacted by the General Assembly of Maryland,
That the provisions of Section 10 of Chapter 504 of the Acts of
1966, be and they are hereby waived insofar as they impose a time
for placing under contract certain items, Section 5(k)(2)(b), in
said Chapter 504 and found on page 849 of the Laws of 1966, Sec-
tion 5 (K)(2)(c), in said Chapter 504 and found on page 850 of
the Laws of 1966, and Section 5 (K)(3), in said Chapter 504 and
found on page 850 of the Laws of 1966, making available to the
Department of Correction the sums, respectively, of $385,000.00 for
Conversion of old Power House to Laundry at the Maryland Cor-
rectional Institution—Hagerstown. , and $83,000.00 for Construction
of three staff houses at the Maryland Correctional Institution
Hag-
erstown.
There shall be allowed an additional period of two years,
beginning on the effective date of this Act, for placing these
projects under contract. If these projects, or any of them, shall
not have been placed under contract within a period of two years
beginning on the effective date of this Act, then they or it, as the
case may be, shall be deemed to have been abandoned and the other
provisions of Section 10 of Chapter 504 of the Acts of 1966 shall
be fully effective as to the particular project or projects.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1968.

(Senate Bill 339)

AN ACT to repeal and re-enact, with amendments, subsections (c)
and (d) of Section 704, and to add new subsection (e) to Section
704, to follow immediately after subsection (d) thereof, all of
Article 27 of the Annotated Code of Maryland (1967 Replacement
Volume, 1967 Supplement), title "Crimes and Punishment", sub-
title "Places of Reformation and Punishment," subheading "De-
partment of Correction," sub-subheading "Jail Programming and
Inspection Officer," providing for inspection by the jail pro-
gramming and inspection officer of regional detention and cor-
rectional centers, providing further for copies of the inspection
