Warden] Wildlife Officer for a permit to kill one, but not more than
one, of said deer. The said [Game Warden] Wildlife Officer, upon
sufficient proof that deer are damaging the crops of the person so
seeking a permit, shall issue a permit to the property owner to kill
one but not more than one, of said deer, provided that not more than
one permit shall be issued to any one property owner in any one year.
198. Trapping Permits; Authority to issue.
For the purpose of propagating game birds and game animals and
the restocking of the covers of this State, the Director is hereby
authorized, when he deems it advisable, to issue permits to any per-
son to trap game on property owned or acquired by the State of
Maryland or controlled by the Department of Game and Inland Fish
[Commission], or on any property where permission may be pro-
cured from private owners.
207. Open Seasons.
The open seasons for the taking of game and fresh water fish in
nontidal waters shall be set by regulation of the Game and Inland
Fish Commission under authority conferred upon it by Section 115
of this Article within the prescribed dates listed below. The Game
and Inland Fish Commission shall adopt and publish seasons on game
and fresh water fish annually on or before October 25 for the ensuing
calendar year.

(a) It shall be illegal for any resident of Maryland, who nor-
mally is required to obtain a fishing license, to fish in any of the
"designated" trout streams of the State without first obtaining a
