official notification to the Employees' Retirement System of the State
of Maryland that it has extended membership in the Retirement
System to the employees of the Commission. For any such employee,
membership service in the Retirement System shall include the entire
period of his employment by the Interstate Commission on the Poto-
mac River Basin, or by the Upper Potomac River Commission, as the
case may be, upon the payment by the member for the period of this
service of all payments which would have been made by him or her
had he or she then been a member of the Retirement System. The
Commissions shall make all employee matching contributions for
their employees. Thereafter each such employee shall be and con-
tinue a member of the Retirement System of the State of Maryland
covered in all respects except as provided in this section by the
provisions of Article 73B of the Annotated Code of Maryland, as
amended from time to time.
21.
(1) "MUNICIPAL CORPORATION" MEANS COUNTY, IN-
CORPORATED TOWN OR MUNICIPALITY OR SPECIAL TAX-
ING AREA OR OTHER POLITICAL SUBDIVISION OF THE
STATE, INCLUDING ANY PUBLIC LIBRARY ASSOCIATION
OR ORGANIZATION AND ANY FIRE DEPARTMENT RECEIV-
ING PART OR ALL OF ITS FUNDS FROM OR THROUGH ANY
SUCH COUNTY, TOWN, MUNICIPALITY, SPECIAL TAXING
AREA OR OTHER POLITICAL SUBDIVISION OF THE STATE,
AND ALSO INCLUDING ANY BOARD OR COMMISSION CRE-
ATED BY AN ACT OF THE GENERAL ASSEMBLY FOR PUB-
LIC PURPOSE AND NOT FOR THE PROFIT OF ANY PRIVATE
PERSON OR CORPORATION. THE INTERSTATE COMMISSION
ON THE POTOMAC RIVER BASIN AND THE UPPER POTO-
MAC RIVER COMMISSION SHALL BE CONSIDERED TO BE A
MUNICIPAL CORPORATION FOR THE PURPOSE OF PAR-
TICIPATION IN THE EMPLOYEES' RETIREMENT SYSTEM.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal Section 12 of Article 36 of the Annotated Code of
Maryland (1965 Replacement Volume), title "Fees of Officers,"
subtitle "Clerks of Court," and to enact new Section 12 in lieu
thereof, to stand in the place of the section repealed, to provide
generally for changes in enumeration of fees charged by the clerks
of various law and equity courts of this State; to provide separate
subheadings of recording and administration for fees not strictly
equity or law; to provide for fees to be charged for recording any
instrument among the Financing Statement records and to remove
reference to fees for filing and indexing conditional contracts of
sale and chattel records.
