ruary, May and September. The Comptroller shall on or before the
first day of January, March, June and October draw a warrant or
warrants on the Treasurer of the State of Maryland for the respec-
tive amounts due the State Retirement System and the various cities
and counties of the State which operate local retirement or pension
systems for teachers. On the receipt of the warrant of the Comptrol-
ler, the Treasurer of the State of Maryland shall immediately transfer
to the State Retirement System the amounts due and shall pay to the
treasurer of each city or county operating a local retirement or
pension plan covering teachers the amount due.

(b) To cover the requirements of the system for the period prior
to the first day of October, nineteen hundred and twenty-nine, there
is hereby authorized for the Pension Accumulation Fund and for
the Expense Fund the use of any funds that may be provided there-
for in an amendment or supplement to the budget, or in a supple-
mentary appropriation bill.

(c) From and after July 1, 1968, any Baltimore City teacher who
is newly employed, or who becomes eligible to join the Retirement
System, shall join the State Teachers' Retirement System.

(C) NOTWITHSTANDING THE PROVISIONS OF SECTION
110, SUBSECTION (3) OF THIS ARTICLE, FROM AND AFTER
JULY 1, 1968, ANY TEACHER WHO IS NEWLY EMPLOYED OR
BECOMES ELIGIBLE TO JOIN THE RETIREMENT SYSTEM,
SHALL BECOME A MEMBER OF THE STATE RETIREMENT
SYSTEM AND ANY TEACHER WHO IS EMPLOYED BY THE
CITY OF BALTIMORE AFTER DECEMBER 12, 1966, AND IS
NOT A MEMBER OF THE EMPLOYEES' RETIREMENT SYS-
TEM OF THE CITY OF BALTIMORE AS OF JULY 1, 1968, MAY
ELECT PRIOR TO THE COMPLETION OF TWO YEARS OF
SUCH EMPLOYMENT TO BECOME A MEMBER OF THE
TEACHERS' RETIREMENT SYSTEM OF THE STATE OF
MARYLAND.

Sec. 2. And be it further enacted,, That this Act shall take effect
July 1, 1968.

CHAPTER 496
(Senate Bill 28)

AN ACT to repeal and re-enact, with amendments, Section 28 of
Article 73B of the Annotated Code of Maryland (1967 Replacement
Volume), title "Pensions," subtitle "Employees of Municipal Cor-
porations," to provide that municipalities withdrawing from the
State Retirement System do so only at the end of the fiscal year,
namely, June 30th.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 28 of Article 73B of the Annotated Code of Maryland
