SUCH CERTIFICATION OR WHO MAY HAVE SIGNED A PETI-
TION PROVIDED FOR HEREIN. THE STATE BOARD OF EDU-
CATION SHALL ADOPT REASONABLE RULES AND REGULA-
TIONS FOR THE CONDUCT OF ELECTIONS HELD HERE-
UNDER AND THE CERTIFICATION OF THE RESULTS
THEREOF, AND IT SHALL PROVIDE SUPERVISION OF SUCH
ELECTIONS. SUCH elections shall be conducted in each school facil-
ity where public school employees are assigned on a regularly-
scheduled school day, IN A MANNER ASSURING THE SECRECY
OF THE BALLOT, and that all such elections shall be held on a regu-
lar working day for public school employees, between June 1 and June
15 inclusive, in the counties, and during the month of November in
Baltimore City EXCEPT THAT SUCH AN ELECTION SHALL
NOT BE HELD IN BALTIMORE CITY IN THE YEAR 1968.
In all elections held hereunder, the employee organization receiving
the largest number of votes cast in a unit shall be declared to be
the exclusive representative of all public school employees in such
unit; provided, however, that if the largest number of votes in said
election is cast for no exclusive representation, then there shall be
no representative designated for such unit. The public school em-
ployer shall provide such assistance as may be required in conducting
said elections.
(f) The designation of an exclusive representative shall be for
a minimum period of two years. Thereafter, such organization shall
continue to serve as such exclusive representative until such time
as another election is conducted. Subsequent elections may be held
only after the expiration of the two-year period, upon petition,
signed by more than thirty percent (30%) TWENTY PERCENT
(20%) of the public school employees in said unit of said county or
Baltimore City. All such elections shall be conducted in the same man-
ner as provided heretofore, in Section (e) hereof. All signatures to
a petition requesting subsequent elections must be obtained within
ninety (90) days prior to said election date.
(g) An employee organization designated as an exclusive rep-
resentative shall serve as the negotiating agent of all public school
employees in the unit in such county or Baltimore City. AN EM-
PLOYEE ORGANIZATION DESIGNATED AS EXCLUSIVE
REPRESENTATIVE OF THE EMPLOYEES IN A UNIT MUST
REPRESENT FAIRLY AND WITHOUT DISCRIMINATION ALL
EMPLOYEES IN THE UNIT WITHOUT REGARD TO WHETHER
SUCH EMPLOYEES ARE MEMBERS OF SUCH EMPLOYEE
ORGANIZATION.
(h) (1) A public school employer, or such representatives as it
may designate, who shall not be less than two in number, shall meet
and negotiate with two or more representatives of the employee
organization so designated as the exclusive negotiating agent for the
public school employees in a unit of said county or Baltimore City,
upon request, with regard to all matters relating to employment,
conditions and employer employee relations, including, but not
limited to, salaries, wages, hours, and other terms and conditions
of employment RELATING TO SALARIES, WAGES, HOURS AND
OTHER WORKING CONDITIONS.
(2) The term "negotiate" as used herein shall include the duty to
confer in good faith, at all reasonable times, and to reduce to writing
the matters agreed upon as the result of such negotiations.
