Annotated Code of Maryland (1965 Replacement Volume), title
"Health," subtitle "State Board of Health and Mental Hygiene," to
follow immediately after Section 2 thereof, and to read as follows:
2A.
The State Board of Health and Mental Hygiene may promulgate
and enforce reasonable rules and regulations relating to sanitation
and adequate shelter ON RAILROAD PROPERTY as affecting the
welfare and health of railroad employees, including, but not limited
to, trainmen, enginemen, yardmen, maintenance of way employees,
highway crossing watchmen, clerical, platform, freight house, and
express employees.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 27 of
Article 78B of the Annotated Code of Maryland (1965 Replace-
ment Volume), title "Racing Commission", subtitle "Steeplechase
Racing," increasing the number of racing days at the Cecil County
Breeders' Fair; lowering the percentage returned to the winning
patrons; and generally amending the requirements for such racing.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 27 of Article 78B of the Annotated Code of Maryland
(1965 Replacement Volume), title "Racing Commission", subtitle
"Steeplechase Racing," be and it is hereby repealed and re-enacted,
with amendments to read as follows:
27.
In addition to the other provisions of this article, there shall
be no less than two or more than four days for steeplechase or turf
racing as in this section provided. Said days of racing shall be held
by the Cecil County Breeders' Fair, Inc., on the premises of Fox-
catcher Farms at Fair Hill, Maryland. The [two] days of racing
shall be held on the first and second Saturdays following Labor
Day each and every year, and such other dates as selected by the
Fair and approved by the Commission. The racing card on each
such day of racing shall be so arranged and organized that there
shall be [two] one or more "jumping" or steeplechase [races] race
for every "flat" race on turf; except, however, that if one of the
scheduled steeplechase or jumping races is not filled, an additional
turf race may be substituted therefor, [and if that one is not filled,
the five-race schedule shall constitute the day's racing.] On at least
one of the days of steeplechase racing there shall be held in con-
junction therewith an agricultural fair with [at least 200 dairy
cattle] livestock entered for exhibition, the fair to be held under
