evidence or produce books, accounts, records, papers and correspond-
ence touching the matter in question. Any person failing to obey
such order of court, may be punished by such court as a contempt
thereof.
(h) The Board shall receive all fees and other charges collectible
pursuant to this subtitle and shall file an annual report with the
Comptroller of the Treasury accounting for all such funds collected
and for all expenditures of the Board. The authorized expenses of
the Board shall be payable only out of the funds which it collects.
(i) Three members of the Board are a quorum for the transaction
of ordinary business, but four votes are required to authorize the
issuance, denial, revocation, or suspension of any license under
this subtitle.
(j) The Board in the name of the State may apply for relief by
injunction in the established manner provided in cases of civil pro-
cedure, without bond, to enforce the provisions of this subtitle, or to
restrain any violation thereof. In such proceedings it is not necessary
to allege or prove either that an adequate remedy at law does not
exist or that substantial or irreparable damage would result from
the continued violation thereof.
The members of the Board and its staff shall not be personally
liable under this proceeding.
(k) The Board may employ an investigator or investigators to
investigate complaints made to the Board and provide such other
assistance as designated by the Board and at the expense of the
Board.
519.
(a) An applicant for Registration as an Architect in this State
by written examination:
(1) Shall have been a resident of the State of Maryland for at
least six (6) months at the time of his application.
(2) Shall file a written application to the Board in the form
and manner required by the Board.
(3) Shall pay all fees required by the Board.
(4) Shall establish to the satisfaction of the Board that he is a
person of good moral character.
(5) Shall have had four years of high school education or its
equivalent.
(6) Shall either have been graduated in Architecture from an
Architectural School in the United States accredited within two
years of the applicant's graduation therefrom by the National
Architectural Accrediting Board or shall have been graduated in
Architecture from a foreign Architectural School judged by the
Board to be comparable to an accredited school in the United States
and shall have had at least three (3) years of diversified practical
training supervised by registered architect or architects prior to
filing his application, at least one (1) year of which shall have been
in the United States;
