EXTEND TO OR AFFECT (1) ANY PERSONS RETAINED
IN THE CUSTODY OF PATUXENT INSTITUTION FOR EX-
AMINATION TO DETERMINE DEFECTIVE DELINQUENCY
OR FOR CONFINEMENT AS A DEFECTIVE DELINQUENT;
OR (2) ANY JUVENILES COMMITTED TO THE JURISDIC-
TION OF THE DEPARTMENT OF JUVENILE SERVICES
OR TO ANY INSTITUTION OR FACILITY UNDER THE
JURISDICTION OF THE DEPARTMENT.
127.
(a) The Advisory Board of the Department of Parole and Proba-
tion is established. It has nine members, one of whom from time to
time is the Chairman of the Board of Parole and Probation, and one of
whom is the Commissioner of Correction, both of whom are ex officio
members. The Governor shall appoint the other seven members from
time to time FOR TERMS OF FOUR YEARS EACH, and for good
cause shown may remove any member or members from this appoin-
tive group. Vacancies on the ADVISORY Board from time to time,
from any cause, shall be filled by the Governor for the unexpired term.
THE SEVEN REGULAR MEMBERS OF THE ADVISORY BOARD
SHALL BE INITIALLY APPOINTED FOR THE FOLLOWING
TERMS TO COMMENCE ON JANUARY 1, 1969: TWO MEM-
BERS FOR TERMS OF TWO YEARS EACH; TWO MEMBERS
FOR THREE YEARS EACH; TWO MEMBERS FOR FOUR
YEARS EACH; AND ONE MEMBER FOR A TERM OF ONE
YEAR; AND THEREAFTER ALL TERMS SHALL BE FOR
FOUR YEARS.
(b) The appointments to the ADVISORY Board shall be without
regard to political affiliation. Members of the ADVISORY Board shall
be at least thirty years of age, and interested and preferably experi-
enced in social welfare, parole and probation, law and penology; and
at least one of them shall be a woman. They shall all be persons of
ability and understanding, and of respected position in their several
respective communities. All of them shall be residents of this State.
(c) Members of the ADVISORY Board receive no compensation for
their services, but they may be reimbursed for necessary and proper
expenses incurred in their duties as such.
(d) The Advisory Board shall meet and organize promptly after
its appointment. The Governor shall name one of its members as
Chairman from time to time. The ADVISORY Board shall meet at
least bimonthly, at a time and place as designated by the Board IT
or its Chairman.
(e) The ADVISORY Board shall study and observe procedures in
and the development and progress of the parole and probation system
of this State; and shall advise the Director of the Department and the
Board of Parole and Probation on the establishment of standards and
policies. It shall also assist in achieving cooperation between the
Department and other public and voluntary agencies, and in inter-
preting the work and needs of the Board and the Department to the
public and final bodies.
Sec. 2. And be it further enacted, That Section 672(a) of Article
27 of the said Code (1967 Replacement Volume), title "Crimes and
Punishments," subtitle "Places of Reformation and Punishment,"
