Division of Budget Review, the Division of Fiscal Research, and the
Division of Audits. Each has general administrative control over
the operations and functions of his Division, subject to the policies
and directives of the Joint Budget and Audit Committee and of the
Director of the Department of Fiscal Services; and each shall devote
full time to the duties of his position.
(c) The executive head of each Division shall be appointed by the
Director of the Department, subject to the approval of the President
and the Speaker. Initially, each holds his position on probationary
status for one year, subject during that period to dismissal by the
Director, with the approval of the President and the Speaker.
Thereafter, each executive head shall hold his office indefinitely. He
may be removed by the Commissioner of Personnel, upon charges filed
by the Director and upon proof of inefficiency, neglect of duty,
misconduct in office, or other cause, Before an executive head is
removed from office he shall be given a copy of the charges against
him and an opportunity of being heard publicly in person or by
counsel in his own defense, upon not less than ten days' notice.
(d) Other professional employees in the Department shall be ap-
pointed by the respective executive heads of the Divisions, subject
to the approval of the Director. Initially, each shall hold his position
on probationary status for one year, subject during that period to
dismissal by the Director. Thereafter, each of the other professional
employees shall hold his position indefinitely. He may be removed
by the Commissioner of Personnel, upon charges filed by the Director
and upon proof of inefficiency, neglect of duty, misconduct in office,
or other cause. Before he is removed from his position he shall be
given a copy of the charges against him and an opportunity of
being heard publicly in person or by counsel in his defense, upon not
less than ten days' notice.
(e) All other regular employees of the Department are members
of the Classified Service of the State and subject generally to the
rights, duties, and procedures applicable under Article 64A of the
Code, title "Merit System."
(f) The Department may employ or engage the services of such
officers, employees, consultants, accountants, and special assistants
as provided in the Budget from time to time.
(g) The Legislative Auditor, before entering upon the duties of
his office, shall be covered by a surety bond in accordance with Sec-
tions 46 through 50 of Article 78A of this Code. In the discretion of
the Joint Committee on Budget and Audit, surety bonds may be re-
quired also from other officers and employees in the Division of Audits
and from other officers and employees of the Department.
Division of Budget Review

The Division of Budget Review is created within the Department
of Fiscal Services. It shall give intensive study and review to the
State Budget, during all stages of its proposal and consideration;
and the Division continuously shall analyze, evaluate, and test the
budgetary requests and appropriations of the several departments,
boards, bureaus, commissions, or other agencies which are included
