lative Council funds and according to the amounts currently estab-
lished for the Legislative Council and its committees, for each day
spent in attendance at meetings of the Committee or of subcommittees.
56.
The Joint Budget and Audit Committee shall give detailed and
systematic attention and study to all the functions of budget analysis
and review, capital budget study, fiscal policy, fiscal research, legis-
lative post-audit, departmental operation and efficiency within the
State government, and any other problems, matters, or procedures
covered by or related to the provisions of this subtitle and the several
officers and employees engaged thereunder. The Committee shall meet
and organize promptly after appointment, and thereafter it shall
meet as often as necessary in its judgment to discharge its duties
and accomplish its functions with celerity and efficiency. The Com-
mittee shall report annually to the members of the General Assembly,
together with any recommendations it may have for action or con-
sideration by members of the General Assembly; and this report or
any portion thereof may be separately made to the Legislative Coun-
cil.
Department of Fiscal Services
57.
The Department of Fiscal Services is created, with the powers,
duties, functions, and officers and employees provided in this subtitle.
58.
(a) The Director of the Department of Fiscal Services is the
executive head of the Department. He shall have general administra-
tive control over the operations and functions of the Department
and its several divisions, subject to the policies and directives of the
Joint Budget and Audit Committee.
(b) The Director shall be appointed jointly by the President
and the Speaker, from a nominee or nominees proposed to them by
the Director of the Department of Legislative Reference. The Presi-
dent and the Speaker may reject any proposed list and call for
another.
(c) The Director shall hold office indefinitely. He may be removed
by the President and Speaker, upon charges brought by them and
upon proof of inefficiency, neglect of duty, misconduct in office, or
other cause. Before the Director is removed from office he shall be
given a copy of the charges made against him and an opportunity
of being heard publicly in person or by counsel in his own defense,
upon not less than ten days' notice.
59.
(a) The Division of Budget Review, the Division of Fiscal
Research, and the Division of Audits are created within the Depart-
ment of Fiscal Services, with the respective duties, powers, func-
tions, and employees provided in this subtitle.
(b) The Legislative Analyst, the Chief of Fiscal Research, and
the Legislative Auditor are respectively the executive heads of the
