ALL TRANSACTIONS FOR COMPENSATION ADVANCED
PRIOR TO THE EFFECTIVE DATE OF THIS ARTICLE
SHALL REMAIN VALID THEREAFTER AND ENFORCE-
ABLE AS REQUIRED OR PERMITTED PRIOR TO THE
EFFECTIVE DATE OF THIS ACT. NO AGREEMENT EX-
ECUTED FOR CONSIDERATION ADVANCED PRIOR TO
THE ENACTMENT OF THIS ACT WHICH IS CONTINGENT
ON THE PASSAGE OF THIS ACT SHALL BE ENFORCE-
ABLE BY THE PARTIES THERETO. AGREEMENTS EX-
ECUTED FOR CONSIDERATION ADVANCED ON THE DATE
OF ENACTMENT OF THIS ACT AND THEREAFTER BUT
PRIOR TO THE EFFECTIVE DATE HEREOF WHICH ARE
CONTINGENT ON THE PASSAGE OF THIS ACT SHALL
BE VALID AND ENFORCEABLE BY THE PARTIES THERE-
TO AFTER THE EFFECTIVE DATE OF THIS ACT.
SEC. 3. AND BE IT FURTHER ENACTED, THAT IF ANY
PROVISION OF THIS SUBTITLE OR ANY SECTION, SEN-
TENCE, CLAUSE, PHRASE OR WORD OR THE APPLICA-
TION THEREOF, IN ANY CIRCUMSTANCES IS HELD IN-
VALID THE VALIDITY OF THE REMAINDER OF THIS
SUBTITLE, AND OF THE APPLICATION OF ANY SUCH
PROVISION, SECTION, SENTENCE, CLAUSE, PHRASE OR
WORD IN ANY OTHER CIRCUMSTANCES SHALL NOT BE
AFFECTED THEREBY AND TO THIS END, THE PROVI-
SIONS OF THIS SUBTITLE ARE DECLARED TO BE SEVER-
ABLE.
Sec. 3. 4. And be it further enacted, That this Act shall take effect
July 1,1968.

(Senate Bill 2)
AN ACT to repeal subsection (j) of Section 300 and to repeal and
re-enact, with amendments, subsections (a), (h) and (1) of
Section 300, subsections (a), (b) and (d) of Section 300A, sub-
section (a) of Section 301, subsection (a) of Section 302, and
Section 303 of Article 77 of the Annotated Code of Maryland
(1965 Replacement Volume and 1967 Supplement), title "Public
Education," subtitle "Chapter 31. Community Colleges"; and to
add to said Article and subtitle new Section 300B to follow im-
mediately after Section 300A thereof, new subsection (a-1) to
Section 302 to follow immediately after subsection (a) thereof, and
new Sections 304A, 304B and 305 to follow immediately after Sec-
tion 304 thereof, creating a State Board for Community Colleges
and providing generally for its membership, powers, duties and
functions; creating local boards of trustees of the several com-
munity colleges when requested by local boards of education and
providing generally for their membership, powers, duties and
