(B)    For subdivisions with population density 200 or more but
less than 500 per square mile, and for subdivisions with popula-
tion density less than 200 per square mile but with 85% or more
of total population residing in municipalities, payment under this
subparagraph (2) shall not exceed the equivalent of $1.00 per
capita.

(C)    For subdivisions with population density 500 or more but
less than 8,000 per square mile, payment under this subparagraph
(2) shall not exceed the equivalent of $2.25 per capita.

(D)    For subdivisions with population density 8,000 or more
per square mile, payment under this subparagraph (2) shall not
exceed the equivalent of $10.75 per capita.

(3) Minimum GrantThe State shall pay to each subdivision
the amount, if any, by which the equivalent of $1.50 per capita
exceeds the total payments determined under subparagraphs (1) and
(2).

(c) The payment received by each subdivision under subsection
(b) shall be retained in part and distributed in part to the qualifying
municipalities, in the exact proportion which the expenditures for
police protection of the subdivision and of each qualifying munic-
ipality bear to aggregate expenditures for police protection.

The Superintendent of the Department of Maryland State Po-
lice shall administer the State Aid for Police Protection Fund. He
shall certify to the Comptroller and to the subdivisions the amount
of payments to the subdivisions, and the amounts to be distributed
by the subdivisions to the qualifying municipalities. He shall make
such regulations and require such reports as are necessary to certify
said amounts. In administering the Fund, he shall make a con-
tinuing effort to establish standards of police protection adequate
to the various local situations, and shall report periodically to the
General Assembly on progress in establishing and meeting such
standards.
IN DETERMINING QUALIFICATION UNDER SEC-
TION 37 (A) (7), THE MINIMUM STANDARDS DETERMINED
BY THE POLICE TRAINING COMMISSION UNDER AUTHOR-
ITY OF SECTION 70A OF ARTICLE 41, ANNOTATED CODE
OF MARYLAND, SHALL BE APPLIED. THE POLICE TRAIN-
ING COMMISSION SHALL PRINT AND DISTRIBUTE TO
ALL MUNICIPALITIES ITS RULES AND REGULATIONS
SETTING FORTH THE MINIMUM STANDARDS OF POLICE
QUALIFICATIONS. IN THE EVENT A MUNICIPALITY SHALL
FAIL TO MEET SAID MINIMUM STANDARDS FOR TWO
SUCCESSIVE YEARS, THE SUPERINTENDENT SHALL
WITHHOLD PAYMENTS TO SAID MUNICIPALITY WITH
RESPECT TO THE SECOND YEAR.

Sec. 2. And be it further enacted, That new Section 220 be and
it is hereby added to Article 25, Annotated Code of Maryland (1966
Replacement Volume), title "County Commissioners," subtitle
"Assistance to Other Political Subdivisions," to follow immediately
after Section 219 thereof and to be under the new subtitle "Grant
to Municipalities in Lieu of Shares Tax," to read as follows:
