(d) Consent to use of State land. The State hereby consents to
the use of all lands owned by it, including and lying under water,
which are deemed by the Authority to be necessary for the con-
struction or operation of any project, provided that the approval
of the Board of Public Works shall be first obtained.
(e) Right of entry to make surveys, etc. The Authority and its
authorized agents and employees may enter upon any lands, waters
and premises in the State for the purpose of making surveys, sound-
ings, drillings and examinations as necessary for the purposes of
this Article, and the entry shall not be deemed a trespass, nor shall
an entry for these purposes be deemed an entry under any con-
demnation proceedings which may be then pending. The Authority
shall make reimbursement for any actual damages resulting to the
lands, waters and premises as a result of such activities.
21. Zoning.
All powers previously conferred upon the Baltimore City-Anne
Arundel County Airport Zoning Board under Article 1A of the
Annotated Code of Maryland (1957 Edition), are hereby vested in
the Maryland Airport Authority. The Maryland Airport Authority
may establish boundaries and airport zoning districts and determine
restrictions and regulations to be enforced and in so doing shall give
consideration to the following: (i) the character of the flying opera-
tions conducted or expected to be conducted at the particular airport,
(ii) the nature and topography of the terrain in the vicinities of the
particular airport, (iii) the height of existing structures and trees
on or in the vicinity of the particular airport, (iv) the possibility of
lowering or removing existing structures or trees in the vicinity of
the particular airport, (v) the view of the federal agency charged
with the fostering of civil aeronautics as to the aerial approaches
necessary to safe flying operations at the particular airport, (vi) the
hazards, risks and dangers of air traffic at the particular airport,
(vii) the type, size, weight and load capacity of aircraft using or
which may use the particular airport, (viii) the weather conditions
generally prevailing in the vicinity of the particular airport, (ix)
the size and layout of the landing area of the particular airport, (x)
the present and future needs of the inhabitants of the State with
reference to the use of the particular airport for public transpor-
tation all insofar as any of them affect and in order to promote the
public health, safety, order or security, IN THE EVENT OF THE

22. Airport fire fighting force.
All personnel regularly and permanently employed on or after the
effective date of this Act by the Airport Fire Fighting Force are
hereby transferred to the service of the Maryland Airport Authority.
22. MERGER.
(A) COMMENCING UPON THE ORGANIZATION OF THE
AUTHORITY, THE AUTHORITY AND THE MARYLAND PORT
AUTHORITY SHALL MEET IN JOINT SESSION, AT LEAST
