(r) Oversize motor vehicles.—A fee is hereby imposed on every
oversize motor vehicle using the highways of the State. The State
Roads Commission may issue a permit for oversize motor vehicles
using the highways of the State, and the permit shall specify the
route to be followed, and the hour and date on which passage is
to be effected and maximum size. The fee to be charged for said
permit shall be $10.00, unless otherwise provided in this section.

(s) Overweight vehicles.—A charge is hereby imposed on the
weight of all vehicles in excess of that permitted by law and every
vehicle having such overweight shall secure a permit from the State
Roads Commission, the charge for which shall be $10.00 for a gross
weight not exceeding 45 tons. In cases where the gross weight is
in excess of 45 tons, the charge for the permit will be $10.00 for
the first 45 tons and $1.00 for each additional ton in excess of 45
tons.

(t) Accounting for and disposition of fees.—All fees and charges
collected by the State Roads Commission under this section shall be
accounted for and paid promptly to the State Comptroller and be
credited to the same fund as receipts from motor vehicle licenses
and shall be used exclusively for road purposes.

(u) Rules and regulations; form of application blanks; com-
missions on fees for Classes A and D vehicles.
—The State Roads
Commission and the Commissioner of Motor Vehicles shall, acting
jointly, have the authority and power to adopt and promulgate rules
and regulations as to the application and enforcement of this section,
including the adoption of a method or a formula for determining
the gross weight of vehicles to which this section is applicable. The
State Roads Commission and the Commissioner of Motor Vehicles
shall also have the power, acting jointly, to prescribe the form of
application blanks on which shall be shown the information required
in connection with the issuance of the licenses required by this
section. The Commissioner of Motor Vehicles shall not be allowed
any commission on the collection of the fees for Classes A and D
motor vehicles or for making remittances from said fees to Balti-
more City and [the] several counties, nor shall he require appli-
cants for motor vehicle licenses to pay postage for same.

(v) Securing license for higher classification during year.—Any
person may secure a license for a higher classification any time
during the year providing he pays the registration fee for such
higher classification, and if he secures such higher classification
license during the first six months he shall be required to pay the
