subtitle "Oysters and Clams," to extend the oyster tonging season
IN ANNE ARUNDEL, KENT AND QUEEN ANNE'S COUN-
TIES.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 700(1) of Article 66C of the Annotated Code of Mary-
land (1967 Replacement Volume and 1967 Supplement) title
"Natural Resources," subtitle "Oysters and Clams," be and it is
hereby repealed and re-enacted, with amendments, to read as fol-
lows:
700.
(1). It shall be unlawful to take or catch oysters by tongs or
patent tongs except during the tonging season which shall begin on
the fifteenth day of September in each year and end on the [thirty-
first] fifteenth day of [March] April next succeeding [, except in
the following waters where the tonging season shall be as follows:
Worcester County..................January 1 to December 31, inclusive.
In the waters of Talbot County
not worked in common with
any other county AND IN THE WATERS OF ANNE ARUNDEL,
KENT AND QUEEN ANNE'S COUNTIES, BUT NOT INCLUD-
ING THE WATERS OF THE CHESAPEAKE BAY ....................
September 15, to April 15, inclusive].
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(Senate Bill 390)
AN ACT to add new Section 15B to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume), title "Executive
and Administrative Departments", to follow immediately after
Section 15A thereof and to be under the new subtitle "Emergency
Powers, Duties and Penalties in Times of Domestic Peril," to
provide for the powers of the Governor in an emergency situation
and to allow him to declare a state of emergency and specify
areas as emergency areas, to provide for the duties and powers
of police agencies in times of crisis, and to provide for situations
where the militia may be called into action by the Governor,
and to provide for penalties for violations of any of the provisions
of this Act and executive orders promulgated hereunder.

That new Section 15B be and it hereby is added to Article 41 of
the Annotated Code of Maryland (1965 Replacement Volume),
