and become payable, the Board of County Commissioners of Somerset
County shall levy annually on all the assessable property in Somerset
County a tax sufficient in rate and amount to pay the bonds matur-
ing during such year in accordance with the provisions thereof and
to pay the interest on all bonds authorized by this Act, which may
be outstanding in such year, and the proceeds of such levy when
collected shall be used only for the purpose and for no other purpose
than that for which such levy was made. Said taxes shall be in
addition to all other taxes authorized by law and shall not be sub-
ject to any limitations now existing or hereafter imposed upon the
taxing power of the Board of County Commissioners of Somerset
County, nor shall it be subject to any limitation upon the bonded
indebtedness of said County, and any law conflicting with the pro-
visions of this Act is hereby repealed, for the purpose of this Act,
to the extent of such inconsistency.

Sec. 5. And be it further enacted, That out of the actual cash
proceeds from the sale of said bonds shall be paid first the cost of
printing and other outlays and expenses and charges connected
with the issue of the same, and the entire balance of said actual cash
proceeds, together with any interest that may be received on the
same, shall be retained by the County Treasurer of Somerset County
until needed for the purposes as in this Act hereinbefore specified.

Sec. 6. And be it further enacted, That before this Act becomes
effective it shall first be submitted to a referendum of the legally
qualified voters of Somerset County at a special election to be held
on May 14, 1968. There shall be printed on the ballots or ballot
labels to be used at said election the title of this Act and underneath
of said title, on separate lines, a square or box, to the right of and
opposite the words: "For School Bonds" and a corresponding square
or box to the right of and opposite the words: "Against School
Bonds" so that the voters of the County shall be able to designate
his or her decision for or against the provisions of this Act. If a
majority of the votes cast on this question in said election shall be
"For School Bonds" then the provisions of this Act shall become
effective, but if a majority of the votes on this question in the elec-
tion shall be "Against School Bonds" then the provisions of this
Act shall be of no effect and shall be null and void.

Sec. 7. And be it further enacted, That, subject to the provisions
of Section 6 herein, that this Act is hereby declared to be an emer-
gency measure and necessary for the immediate preservation of the
public health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected to each of
the two houses of the General Assembly, the same shall take effect
from the date of its passage.
