by the Board of Education of Harford County from its membership
or otherwise. All members of the Board shall be appointed for four
years from the first day of January of the year of their appointments,
or until their successors are appointed. [The members of the Board,
other than the County Commissioner, when first appointed, shall be
divided into three classes, two of the members being in each class.
The initial terms of those in the first class shall be four years; of those
in the second class, three years; and of those in the third class, two
years.] Vacancies, except those at the expiration of a term, shall
be filled in the same manner as the original appointments and for the
unexpired term. In the appointment of Board members, the County
Commissioners shall give due regard to giving representation to all
segments of the County's population and to all geographic portions
of the County's area. All members of the Board shall serve without
compensation, except that they may be reimbursed for necessary and
proper expenses incurred while performing their duties thereon.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 68
(House Bill 1201)

AN ACT to authorize and empower the Board of County Commis-
sioners of Somerset County to issue and sell serial maturity coupon
bonds upon the full faith and credit of said County in amount not
in excess of Two Million Six-Hundred Thousand Dollars ($2,600,-
000.00) for the purpose of building and equipping new secondary
school buildings in Somerset County and authorizing the Board
of County Commissioners of Somerset County to levy taxes on
the assessable property in said County to provide funds for the
payment of principal and interest as the same become payable,
empowering said County Commissioners to fix and determine, by
resolution, the form, tenor, interest rate or method of arriving
at the same, terms, including redemption and registration provi-
sions, conditions, maturities, and all other details incident or neces-
sary to the issuance, public sale and delivery of said bonds, with-
out reference to the provisions of Sections 9, 10, and 11 of Article
31 of the Code of Public General Laws of Maryland; AND PRO-
VIDING THAT THIS ACT BE SUBMITTED FOR THE
APPROVAL OF THE QUALIFIED VOTERS OF SOMERSET
COUNTY, AND MAKING THIS ACT EFFECTIVE AS AN
EMERGENCY ACT.

Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Somerset County be and they are
hereby authorized and empowered to issue at one time or from time to
time, upon the full faith and credit of said County, serial maturity
coupon bonds in an amount or amounts not exceeding in the aggregate
Two Million Six-Hundred Thousand Dollars ($2,600,000.00) for the
purpose of constructing or aiding in the construction, and equipping
