Merit System as to qualifications, compensation and other regulations.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Sections 33 (b)
and 33 (d) of Article 66˝ of the Annotated Code of Maryland
(1967 Replacement Volume), title "Motor Vehicles," subtitle
"Administration—Registration—Titling," to remove the provision
whereby the treasurer for Prince George's County is to receive the
sum of $2,500 annually for the collection of license tag receipts and
relating generally to the collection of license tag fees in Prince
George's County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 33(b) and 33(d) of Article 66˝ of the Annotated
Code of Maryland (1967 Replacement Volume), title "Motor Vehi-
cles," subtitle "Administration—Registration—Titling," be and the
same are hereby repealed and re-enacted, with amendments, to read
as follows:
33.
(b) Commissioner to furnish forms, plates, etc.; costs, expenses,
and additional labor; section not applicable in certain counties.—
The Commissioner of Motor Vehicles shall furnish such county treas-
urer all the necessary forms or blanks, including reports, as well as
all metal plates or markers, and all stationery necessary to enable
the said county treasurer to perform the duties herein set forth;
but each county treasurer shall pay for any additional clerks occa-
sioned in performing these duties out of the fees payable to him.
[provided that in Prince George's County there shall also be paid
to the county treasurer from the receipts of the fifteen-cent fee the
sum of $2,500 annually to cover costs, expenses and additional labor
incident to the collection of said receipts, said sum to be disbursed by
said treasurer in whatever manner he deems necessary and proper.]
The provisions of this section shall not apply to Baltimore and
Howard counties.
(d) Additional fee authorized.—Effective with the passage of
this section, each treasurer shall be authorized to collect an addi-
tional ten-cent fee, provided, however, that such additional charge
is authorized by the county commissioners, or county council of the
respective counties or the mayor and city council of Baltimore City,
and that all additional fees collected under this subsection shall be
remitted to the general funds of the county or city. Provided, how-
ever, that the treasurer of Harford County shall be authorized to
collect an additional $1.00 fee which shall be remitted to the funds
