Section 1. Be it enacted by the General Assembly of Maryland,
That Section 191(j) of Article 56 of the Annotated Code of Mary-
land (1964 Replacement Volume and 1967 Supplement), title "Li-
censes," subtitle "Dog Licenses in the Counties," be and it is hereby
repealed and re-enacted, with amendments, and that new Section
194 (m) be and it is hereby added to said Article, title and subtitle
of said Code, to follow immediately after Section 194(1) thereof, and
to read as follows:

(j) In Worcester, Kent, and Caroline counties the fee for dog
and kennel licenses shall be determined by the county commissioners.
(m) In addition to and not in substitution for any powers
granted under this subtitle, the County Commissioners of Kent
County by resolution may provide for a comprehensive system for
the regulation of dogs within the county, including licensing and
control. These regulations may include provision for the impound-
ment and disposal of unlicensed or dangerous dogs and reasonable
penalties for violations of any of the provisions of the regulations.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to repeal and re-enact, with amendments, Section 432(b)
of the Code of Public Local Laws of Harford County (1965 Edi-
tion, being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "Metropolitan Commis-
sion," to provide for the appointment, powers and duties of an
assistant director of sanitary facilities for the Metropolitan Com-
mission of Harford County, to change the employees who may be
appointed by the Commission and to correct errors therein.

County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "Metropolitan
Commission," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(b) The Director of the Department of Public Works for Har-
ford County shall ex-officio be the chief administrative officer for
the Commission under the title of Director of Sanitary Facilities,
whose duties shall be to execute the policies of the Commission within
