(a) The Judges appointed originally to said Court shall take
office on January 1, 1964, for terms expiring respectively on Decem-
ber 31, 1969, December 31, 1970, December 31, 1971, and December
31, 1972. In making said appointments the Governor shall designate
the term for which each Judge is appointed. If any vacancy shall
occur during the original term, the Governor shall appoint a succes-
sor to serve for the remainder of such term.
(b) After the expiration of the original terms, the term of office
of the Judges of the Court shall be ten (10) years from the expira-
tion of the preceding term and shall be filled as follows:
(1) (I) Any incumbent Judge of the Court, or any other quali-
fied person, shall be eligible, at the Congressional election immediately
preceding the expiration of the term, for election or re-election for
a full term of ten (10) years.
(2) (II) In order to qualify for election or re-election, there shall
be filed with the Supervisors of Elections of Anne Arundel County, not
later than thirty (30) days before the date of the applicable election,
a certificate signed and duly acknowledged, stating the basis of the
eligibility and the term which is to be filled by election. Thereupon
the names of the persons so filing, together with a statement of the
term for which they are eligible shall be placed upon the ballot to be
used in such election, with no party designation whatever.
(c) Unless his office shall have been abolished pursuant to this
subtitle SUBSECTION, each Judge of the Court shall continue to hold
office after the expiration of his term until a successor shall qualify.
(d) Upon the creation of any additional office on the Court by
increase in the number of Judges pursuant to this subtitle SUBSEC-
TION, the Govrnor shall appoint a qualified person from a list of not
more than three (3) persons nominated by the Committee provided
for in Section 14A-3 98 (B) (3) herein, for a term as the law creating
such office shall provide.
(E) WHENEVER A VACANCY SHALL OCCUR ON THE
COURT FROM ANY CAUSE, THE GOVERNOR SHALL AP-
POINT A QUALIFIED PERSON, FROM A LIST OF NOT
MORE THAN THREE (3) PERSONS NOMINATED BY THE
COMMITTEE PROVIDED FOR IN SECTION 98B(3) HEREIN,
SUCH NOMINATIONS TO BE MADE WITHIN FIFTEEN (15)
DAYS FROM THE DATE OF SUCH VACANCY. THE NOMI-
NEE SO APPOINTED BY THE GOVERNOR SHALL HOLD
OFFICE AS JUDGE FOR THE BALANCE OF THE UNEX-
PIRED TERM TO WHICH HE HAS BEEN APPOINTED AND
UNTIL HIS SUCCESSOR SHALL HAVE BEEN SELECTED
AND QUALIFIED.
(F) AS USED IN THIS SECTION, THE TERM "CON-
GRESSIONAL ELECTION" SHALL MEAN ANY OF THE BIEN-
NIAL ELECTIONS AT WHICH MEMBERS OF THE HOUSE
OF REPRESENTATIVES ARE REGULARLY CHOSEN.
