violations of certain laws; to provide for location of juvenile pro-
bationary schools; to provide for penalty for probationers fail-
ing to attend said school as directed; and to provide that attend-
ance at sessions of Juvenile Probationary School shall be credited
toward the drivers' education program of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 127 of Article 52 of the Annotated Code of Maryland
(1964 Replacement Volume and 1967 Supplement), title "Justices
of the Peace," subtitle "Juvenile Probationary School," be and it is
hereby repealed and re-enacted, with amendments to read as follows:

127.

(a) There is hereby created in Baltimore County a Juvenile Pro-
bationary School to be headed by a Director and [three] five as-
sistants to be appointed by the Governor by and with the advice and
consent of the Senate. Said Director and his assistants shall hold
office for a term of four (4) years, the Director to receive an annual
salary of [three thousand dollars ($3,000.00)] six thousand five
hundred dollars ($6,500.00)
and the assistants to receive an annual
salary of not less than twenty-five hundred dollars ($2,500.00) nor
EACH, more than three thousand six hundred dollars ($3,600.00)

each.

In addition to the salaries above provided, Baltimore County shall
levy a sum sufficient to pay reasonable office expenses to include
[stenographer and clerical expenses.] clerical, stenographic, rental
and equipment expenses. The Director shall designate the location
of his office in Baltimore County.

(b)    Said Director and his assistants shall establish a school
for persons under 21 years of age who are placed on probation be-
fore verdict in connection with any charge for violation of any of
the motor vehicle laws of the State or any criminal law whether
State or local, over which the trial magistrate has jurisdiction, when
referred by the trial magistrate or substitute trial magistrate or
such other judicial officer as may be authorized by any other pro-
vision of this Code
in Baltimore County.

(c)    All such probationers shall be required to attend the school
regularly for a series of sessions not to exceed ten (10) in number.
Classes shall be held in such of the magistrate courtrooms or other
areas
in Baltimore County as may be designated by the Director
[; provided, however, there shall be at least one school conducted
in each of the police districts of the county]. The Director shall,
as far as is practical, designate locations of schools on a geographic
distribution throughout the county.

(d)    The school shall include but not be limited to courses in
driver safety, civic responsibility, America and its heritage, and
the ramifications present and future of violating the laws of the
State, both as to the individual and the community.

(e)    The school shall be operated pursuant to the rules and regu-
lations as promulgated by the Director and shall deliver such courses
of study as deemed necessary by the Director and his assistants.
The school may utilize any and all volunteer services of the State,
the county or any of her citizens.
