immediately after Section 302 thereof and to make it unlawful
for any person or persons to occupy a house trailer while it is in
motion on a highway in this State, and also to subject the driver
of the vehicle towing the house trailer to a penalty for allowing
any person or persons to occupy that trailer while it is in motion
on a highway in this State, and penalty for violation thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 303 be and it is hereby added to Article 66½ of
the Annotated Code of Maryland (1967 Replacement Volume) title
"Motor Vehicles," subtitle "Operation of Vehicles Upon Highways,"
to follow immediately after Section 302 thereof and to read as follows:

(a) It shall be unlawful for any person or persons to occupy a
house trailer while it is being moved upon a public highway in this
State, and it shall be unlawful for the driver of a vehicle towing a
house trailer to knowingly allow any person or persons to occupy that
trailer while it is being moved upon a public highway in this State.
(b) Violation of this section shall be deemed to be a misde-
meanor and any person upon conviction thereof shall be fined not
more than one hundred dollars ($100.00) nor less than ten dollars
($10.00).
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add new Section 18A to the Code of Public Local Laws
of Carroll County (1965 Edition, being Article 7 of the Code of
Public Local Laws of Maryland), title "Carroll County," subtitle
"County Commissioners," to follow immediately after Section 18
thereof, to authorize the County Commissioners to levy and ap-
propriate moneys for the use of the Carroll County Association
of Retarded Children, Inc.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 18A be and it is hereby added to the Code of Public
Local Laws of Carroll County (1965 Edition, being Article 7 of the
Code of Public Local Laws of Maryland), title "Carroll County,"
subtitle "County Commissioners," to follow immediately after Sec-
tion 18 thereof, and to read as follows:
18A.
The County Commissioners of Carroll County are authorized to
levy such a sum as they deem reasonable or necessary to be ap-
