with its own records one or more copies, which shall be made avail-

department or potential beneficiary of any deceased officer or civilian
employee wishing to inspect the same.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to add a new Section 59C to Article 41 of the Annotated
Code of Maryland (1965 Replacement Volume and 1967 Supple-
ment), title "Health," to follow immediately after Section 59B
thereof and to be under the new subtitle "Comprehensive Health
Planning," recognizing on the part of the State of Maryland
an Act of Congress concerning Comprehensive Health Planning
and Public Health Services, authorizing the Governor to do certain
things necessary to develop a mechanism for Comprehensive
Health Planning and relating generally to Comprehensive Health
Planning and to the duties and functions of certain officials and
agencies in this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 59C be and it is hereby added to Article 41 of the
Annotated Code of Maryland (1965 Replacement Volume and 1967
Supplement), title "Health," to follow immediately after Section 59B
thereof and to be under the new subtitle "Comprehensive Health
Planning," and to read as follows:
Comprehensive Health Planning
59C.
(a) The State of Maryland recognizes the Act of Congress ap-
proved November 3, 1966, entitled "Comprehensive Health Planning
and Public Health Services Amendments of 1966" (Public Law 89-
749).
The Governor shall contract and do such other things as necessary
and proper to develop an agency and programs for Comprehensive
Health Planning throughout the State in order to assure the highest
level of health attainable for every person in an environment, which
contributes positively to healthful individual and family living. He
shall participate in intergovernmental collaboration and in official
and voluntary efforts to identify health goals and needs as well as to
stimulate action to coordinate all existing and planned facilities,
services, and manpower in the fields of physical, mental, and en-
vironmental health.
(b) Specifically, the Governor shall:
(1) Designate, or provide for the establishment of a single State
