The payment of any funds under the provisions of this Act for
the purpose of aiding in the construction of a Science Center for
the Maryland Academy of Sciences, shall be contingent upon the
provision by Maryland Academy of Sciences of at least an equal and
matching fund for this project from private and other public
sources. The said Maryland Academy of Sciences shall have until
June 1, [1968] 1969, to present evidence satisfactory to the Board
of Public Works that it has raised at least this equal and matching
fund for the purpose of aiding in the construction of a Science
Center for the Maryland Academy of Sciences, and that a site for
the Science Center which is mutually suitable to the Board of Public
Works and to the Maryland Academy of Sciences has been provided
by Baltimore City or any other political subdivision. Upon receiving
from the Board of Public Works a certification of such suitable
evidence on or before June 1, [1968] 1969, the Treasurer of the
State is hereby authorized, empowered and directed to proceed to
spend the proceeds of said loan agreeably to the other provisions of
this Act. If such satisfactory evidence of the raising of at least an
equal and matching fund for this project is not presented to the
Board of Public Works on or before June 1, [1968] 1969, no funds
under the provisions of this Act shall thereafter be paid over to or
expended for the purpose of aiding in the construction of a Science
Center for the Maryland Academy of Sciences.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1968.

AN ACT to repeal in its entirety Article 2C of the Annotated Code
of Maryland (1957 Edition and 1967 Supplement), title "Alco-
holism," and to enact a new Article 2C in lieu thereof, to stand
in the place of the Article so repealed, to be entitled "Alcoholism,"
establishing a comprehensive intoxication and alcoholism control
plan and program, creating the offense of disorderly intoxication,
establishing a Division of Alcoholism Control within the Depart-
ment of Mental Hygiene, providing for detoxification and other
facilities relating to intoxication and alcoholism and the treatment
and rehabilitation of alcoholics in partnership with local govern-
ments, providing for civil and criminal commitment and for
alcoholism programs in correctional institutions, for highway
safety, public education and juvenile education; and providing
for the development of policies and programs for the control of
alcoholism; and to repeal and re-enact, with amendments, Section
122 of Article 27 of the Annotated Code of Maryland (1967
Replacement Volume, 1967 Supplement), title "Crimes and Pun-
ishments," subtitle "Disturbance of the Public Peace," to eliminate
the offense of "found drunk" therein, and to repeal and re-enact,
with amendments, Section 123 of Article 27 of the Annotated
