Dear Mr. Speaker:
In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 1086 and am returning
it to you.
The bill would raise the maximum rate of interest on state
bond issues and certain loans. It is a duplicate of Senate Bill 499
which has been signed and is Chapter 152 of the 1968 Laws of
Maryland.

House Bill No. 1147—Farm Equipment on Highways
AN ACT to repeal and re-enact, with amendments, Section 310
(a) of Article 66˝ of the Annotated Code of Maryland (1967 Re-
placement Volume), title "Motor Vehicles," subtitle "Operation of
Vehicles Upon Highways," providing that farm equipment, imple-
ments of husbandry and motor vehicles, transporting said equipment
or implements, may operate on any street, road or highway without
obtaining a permit from the district engineer of the State Roads
Commission.

In accordance with Section 17 of Article II of the Maryland
Constitution, I have vetoed today House Bill 1147 and am returning
it to you.
This bill would remove from the law the requirement that an
operator of an oversized farm vehicle get a permit from the State
Roads Commission before moving such equipment on a State high-
way. While some lessening of the present restriction is indicated to
aid those affected, I do not believe that removal of the controls al-
together is the best solution. Signed today was Senate Bill 643 which
would allow a permit to be obtained for the period of one year.
This represents a better balanced solution to the hardship and seems
