House Joint Resolution requesting the Legislative Council to study
the mechanisms used to collect and recover certain monies due the
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND,
THAT THE METROPOLITAN COMMISSION OF HARFORD
COUNTY IS REQUESTED TO MAKE A DETAILED ECONOMIC
ANALYSIS AND FINANCIAL SURVEY OF ITS OPERATIONS
AND ACTIVITIES AND TO MAKE THIS REPORT AVAILABLE
TO THE BOARD OF COUNTY COMMISSIONERS AND THE
PUBLIC; AND BE IT FURTHER
RESOLVED, THAT THIS ANALYSIS AND SURVEY SHALL
INCLUDE, AMONG OTHER MATTERS, A DETERMINATION
OF THE PERCENTAGE OF THE OPERATIONS OF THE COM-
MISSION WHICH CAN BE SELF-SUPPORTING FROM USER
CHARGES, ASSESSMENTS AND OTHER SELF-GENERATING
REVENUES, A DETERMINATION OF THE AMOUNT OF
FUNDS REQUIRED FROM THE GENERAL FUNDS OF THE
COUNTY FOR THE SUPPORT OF CURRENT EXPENSES
AND FOR CAPITAL CONSTRUCTION NEEDS IN THE IM-
MEDIATE AND LONG-RANGE FUTURE, A DETERMINA-
TION OF WHAT RATE STRUCTURE WOULD BE REQUIRED
TO MAKE THE OPERATIONS OF THE COMMISSION SELF-
SUPPORTING AND FUTURE PROJECTIONS OF THESE DE-
TERMINATIONS; AND BE IT FURTHER
Resolved, That a copy of this Resolution be sent to each County
Commissioner of Harford County, and to the Chairman of the Har-
ford County Metropolitan Commission.

Whereas, the bond issues required for said sewerage and water
systems can be retired only at great expense; and
Whereas, the revenue projections have been inadequate to retire
said bond issues; now, therefore, be it
Resolved by the General Assembly of Maryland, That the County
Commissioners of Harford County and the Metropolitan Commis-
sion Harford County be requested to make a public disclosure of
the present status of the financial operations of the Metropolitan
Commission; and be it further
Resolved, That the said disclosure should include such items as
present and projected charges for installation of services; amortiza-
tion of bond issues, economic effort on property owners and land
values; effect on real estate taxes; the proportion of costs to be
borne by the user and nonuser, and the reasons therefore; and be
it further
