1626 JOINT RESOLUTIONS
Whereas, the financial position of Baltimore City makes it un-
desirable for the City to continue to subsidize parts of programs
which are essentially a responsibility of the State of Maryland and
the medical need of the people of Maryland make it desirable for
certain of the facilities of the Baltimore City Hospitals to be made
more generally available without regard to political boundaries;
now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland and the Mayor of the City of Baltimore be and they
are hereby requested to establish a commission of twelve members,
six to be appointed by the Governor and six to be appointed by the
Mayor and such members shall include representatives of the State
and the Municipal Governments, said Commission to report its
findings and recommendations to the Governor and the General
Assembly of Maryland and to the Mayor and City Council of Balti-
more; the Commission shall be established for the purpose of
studying the future program and plan of Baltimore City Hospitals
and its relationship to State programs and plans including the pos-
sibility of State operation of all or part of Baltimore City Hospitals
and including also the feasibility of using Baltimore City Hospitals
as a training facility for a medical school; and be it further
Resolved, That copies of this Resolution be sent to the Governor
of Maryland and the Mayor of Baltimore City.

House Joint Resolution requesting the Planning and Zoning Com-
mission of Harford County and the County Commission of Har-
ford County to appoint a Director of Planning and Zoning.
Whereas, in recent years, there has been a great population
growth in Harford County; and
Whereas, such population growth has necessitated a great deal
of construction of homes, roads and facilities to meet the needs of
the increased population; and
Whereas, forseeing the complexities of modern day growth and
living, by virtue of Section 14A of Article 66B of the Annotated
Code of Maryland (1967 Replacement Volume), the Planning and
Zoning Commission for Harford County was authorized to appoint
a Director of Planning and Zoning, with the approval of the County
Commission of Harford County; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Plan-
ning and Zoning Commission for Harford County appoint a Director
of Planning and Zoning, with the approval of the County Com-
missioners of Harford County, in exercise of the authority set forth
in Section 14A of Article 66B of the Annotated Code of Maryland
(1967 Replacement Volume); and, be it further
