(House Joint Resolution 31)
House Joint Resolution requesting the Governor to appoint a spe-
cial committee to develop a program which will aid in the detec-
tion and prevention of communicable disease with particular
emphasis on the protection of public school children in the State
of Maryland.
Whereas, The health standards of the State of Maryland are of
deep and abiding concern to the members of the Maryland General
Assembly; and
Whereas, It is the responsibility of the members of the Maryland
General Assembly to protect the health, welfare and safety of the
citizens of this State; and
Whereas, There is serious doubt that all children in the State of
Maryland are receiving maximum protection from disease through
an immunization program made mandatory for public school at-
tendance; and
Whereas, The State of Maryland has within its borders a major
port of entry, there exists a broad concern as to adequate protection
of our citizens; and
Whereas, The State of Maryland is seriously troubled by rising
costs under the Medical Assistance program and all possible pre-
ventive measures should be explored; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Gov-
ernor is requested to appoint a special committee to develop a
program which will aid in the detection and prevention of com-
municable disease, with particular emphasis on the protection of
public school children in the State of Maryland. The committee
should include representation from the Health Departments of a
suburban county, a rural county, Baltimore City and from the
State Department of Education.
Resolved, That this committee when appointed is requested to
meet and organize promptly and to submit to the Governor and to
the General Assembly prior to the 1969 Session of the General
Assembly the committee's conclusions and recommendations.
