Resolved, That the Committee on Rules is requested to make recom-
mendations concerning the possible inclusion of some such provi-
sions in the rules promulgated by the Court of Appeals; and be it
further
Resolved, That the Committee on Rules is requested to notify the
Commission on Intergovernmental Relations of the Legislative Coun-
cil and of the General Assembly its conclusions and recommenda-
tions on the subject of the Service of Process on the United States.

(House Joint Resolution 7)
House Joint Resolution expressing the intent of the General Assembly
that publicly owned and publicly operated health facilities provide
services to minors who are, or profess to be married, or by a female
minor who is or professes to be pregnant or by a minor who is or
professes to be afflicted with a venereal disease, in accord with
Chapter 468 of the Acts of 1967, without restriction on the basis
of consent from the spouse, parent, custodian, or guardian.
Whereas, At the 1967 Session of the General Assembly, Senate
Bill 315 was enacted and designated as Chapter 468 of the Acts of
1967, and
Whereas, This Act authorizes but does not require, the provision
of medical or surgical care or services to minors, under certain con-
ditions; now, therefore, be it
Resolved by the General Assembly of Maryland, That the authori-
ties responsible for operation of all publicly-owned and operated
hospitals and other health services be urged to provide the health
services authorized in Chapter 468 of the Acts of 1967, without
further restriction as to consent of the spouse, parent, custodian, or
guardian; and be it further
Resolved, That the authorities concerned be urged to make the
necessary policy and procedural changes to carry out the expression
contained in this Joint Resolution, no later than January 1, 1969;
and be it further
Resolved, That a copy of this Resolution be sent to the State De-
partment of Health and to the governing body of each of the political
subdivisions of the State; and be it further
Resolved, That the State Department of Health be requested to
take all appropriate steps to carry out the purpose of this Resolution.
