Whereas, In order to implement Maryland's comprehensive out-
door recreation plan, an action program needs to be developed to
accelerate the acquisition of recreation areas and the development
of recreation facilities by the State of Maryland and the political
subdivisions of the State; and
Whereas, The present level of funding is insufficient to provide
adequate recreation opportunities for every citizen of Maryland; now,
therefore, be it
Resolved by the General Assembly of Maryland, That the President
of the Senate of Maryland and the Speaker of the Maryland House of
Delegates shall jointly appoint a committee composed of three Mem-
bers of the Maryland Senate, five Members of the House of Delegates,
the Director of the State Planning Department, the Director of the
Department of Forests and Parks, the Director of the Department of
Game and Inland Fish, and the Director of the Department of Chesa-
peake Bay Affairs, to develop a program to fund the acquisition of
recreation areas by the State and its political subdivisions so that
selected recreation areas may be acquired before these irreplace-
able areas are converted to some other use and are forever lost;
and be it further
Resolved, That the committee shall also develop a program that
will provide financial assistance from the State to the political sub-
divisions through loans and grants on a matching basis to acquire
recreation areas and to develop recreation facilities; and be it further
Resolved, That the committee is directed to submit a report to
the Governor of Maryland and to the General Assembly of 1969. The
report should include the results of the committee's study and in-
vestigation, together with any proposals, recommendations, or pro-
grams developed by the committee that will expedite the acquisition
of recreation areas and the construction of recreation facilities by
the State and/or its political subdivisions.

House Joint Resolution requesting the Governor to appoint a Com-
mission, to be known as the Maryland Commission for Latin
American Affairs, whose tasks shall be to advise the Governor
and the General Assembly upon, and to initiate and coordinate, pro-
grams designed to foster, improve, increase and encourage trade,
tourism and cultural exchanges between the Free Countries of
Central and South America and the State of Maryland.
Whereas, in our changing world of intensive commercial and
cultural competition, the State of Maryland must prepare herself
for future hemispheric demands and opportunities; and
