The General Assembly of Maryland requests the Legislative Coun-
cil in 1968, either by a Committee of the Council or by a Special
Committee appointed for this purpose, to provide a complete and
thorough review of the laws concerning the Public Service Com-
mission INCLUDING THE OFFICE OF PEOPLE'S COUNSEL
and the functions and operations of public service companies in this
State.
Such a study is highly desirable because of possible omissions and
deficiences in the laws establishing the Public Service Commission and
providing for the regulation of public service companies in this State.
In addition, recommendations from the Public Service Commission
for a partial reorganization of the Commission bring up questions of
other possible or desirable changes in organization, administration,
and procedure, INCLUDING THE MATTER OF APPROPRIATE
ATTENTION BEING GIVEN TO THE RECOMMENDATIONS
OF LOCAL GOVERNING BODIES; now therefore, be it
Resolved by the General Assembly of Maryland, That the Legisla-
tive Council is requested to provide in 1968 a complete study of the
organization, powers, procedures, and functions of the Public Service
Commission of Maryland INCLUDING THE OFFICE OF PEO-
PLE'S COUNSEL and of its regulatory procedures with respect
to public service companies in this State; and be it further
Resolved, That this study should be made either by a standing
Committee of the Legislative Council or by a Special Committee
appointed for that purpose; and be it further
Resolved, That the Legislative Council is requested to report to the
General Assembly of 1969 the result of its studies, together with any
recommendations it may have for amending and improving the or-
ganization, administration, procedures, and regulatory powers of the
Commission.

(Senate Joint Resolution 18)
Senate Joint Resolution requesting the State Roads Commission to
immediately proceed with the reconstruction of Spa Road in
Annapolis.
Senate Bill 67 of 1968 amends the "twenty year highway study"
of the State Roads Commission to show the need for the reconstruc-
tion of Spa Road between West Street and Forest Drive in Annapolis.
With the enactment of this legislation the State Roads Commission
should proceed immediately to make this a priority project.
This road, which the City of Annapolis has agreed to take title to
and maintain after its rehabilitation and reconstruction by the State,
is one of the most heavily traveled roads in the Annapolis area and
in its present state of ill repair presents a safety problem; now,
therefore be it,
