THE CLOSING OF THE BOOKS OF REGISTRATION PRIOR TO
EACH PRIMARY ELECTION, and on such other days as each board
may prescribe except as otherwise provided. Each board shall pre-
scribe the hours and places of registration on days when it conducts
the registration of voters.
Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add new Sections 58 through 63 to Article 89 of the Anno-
tated Code of Maryland (1964 Replacement Volume and 1967 Sup-
plement), title "Department of Labor and Industry," to follow
immediately after Section 57 thereof and to be under the new sub-
title "High-Voltage Line Act," providing the precautions to be
taken in the proximity of high-voltage electric lines for the preven-
tion of accidents; providing for re-administration and enforcement
thereof by the Department of Labor and Industry and establishing
penalties and liabilities for violations thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 58 through 63 be and there are hereby added to
Article 89 of the Annotated Code of Maryland (1964 Replacement
Volume and 1967 Supplement), title "Department of Labor and
Industry," to follow immediately after Section 57 thereof and to be
under the new subtitle "High-Voltage Line Act," and to read as
follows:

For the purposes of this Act, "high-voltage lines" shall mean an
electric line or lines which are installed above ground level, having a
voltage in excess of 750 volts between conductors or from any con-
ductor to ground. For the purposes of this Act all electric lines are
considered to be energized at all times from and after installation or
erection, and shall be assumed to be in excess of 750 volts until other-
wise determined from owner or operator of such line.
59.
No person, firm or corporation shall perform, or require or permit
any employee to perform, any act prohibited by Section 3 60 hereof
unless and until danger from accidental contact with high-voltage
lines has been effectively guarded against in the manner prescribed
in Section 60.
