(d) No member of the State Board nor any of the employees
of the State Department shall be directly or indirectly interested in
any contract for building, repairing or furnishing in whole or in
part, or be financially interested in any contract with any agency
or institution coming under the supervision of the State Department,
nor shall any officer, secretary or employee of any such agency or
institution be eligible for appointment on the State Board.

2.

(a)    The State Board shall appoint a competent person to act
as the State Director of [Public Welfare] Social Services, and as
the secretary to the State Board, who shall be paid for his services
such compensation as may be provided in the budget. The State
Director of [Public Welfare] Social Services, hereinafter referred to
as the "State Director," shall be a competent person having adequate
training and practical experience in social welfare work; and in
making said appointment, the State Board shall be governed by
Article 64A of this Code.

(b)    The State Director shall devote his whole time to the duties
of his office, and shall serve as the sole administrative head of the
State Department, fully responsible for the appointment, under the
provisions of Article 64A of this Code, of all State Department per-
sonnel. The State Director is responsible for the organization and
administration of the State Department and for the supervision of
local [welfare] departments and other agencies and institutions
under the supervision of the State Department, subject to the rules
and regulations established by the State Board and the State and
federal laws governing [public welfare] the administration of social
services and public assistance.

(c)    It shall be the duty of the State Director to submit the
budget estimates for the State Department to the State Board for
the approval of the budget prior to submission to the Governor.

(d)    The State Director may appoint such employees as a proper
performance of the duties of the State Department may require, as
provided from time to time in the budget. The appointment and
removal of all paid personnel under this article shall be governed
by the provisions of Article 64A of this Code, but in the case of the
Department of [Welfare] Social Services of Baltimore City, Sections
108 to 122, inclusive, of Article VII of the Charter of Baltimore
City, 1964 Revision, shall govern; except that, in accordance with the
provisions of Section SECTION 48 (b) of Article VII of the said
Charter, the mayor of Baltimore City shall appoint the successors to
the present incumbent of the position of director of the department of
[welfare] social services in Baltimore City when the present term of
the present incumbent expires, or, if the position shall be vacated
sooner by the present incumbent, from a merit system list under the
provisions of the said Sections 108 to 122, inclusive, of Article VII
of the said Charter of Baltimore City.

(e)    The organization, rights, powers, duties, obligations and
functions of the Department of Social Services of Baltimore City as
prescribed in Section 48 of Article VII of the said Charter of Balti-
more City shall not be affected by this Article, except as herein
provided, and said Department of Social Services in Baltimore City
is hereby vested with all the rights, powers, duties, obligations, and
