Children," "Boarding Care for Children," "Prohibited Acts," and
"Old Age Assistance"; and Sections 12 and 17 of Article 89C, title
"Support of Dependents," subtitle "Civil Enforcement," be and they
are hereby repealed or repealed and re-enacted, with amendments,
and all to read as follows:
ARTICLE 16
CHANCERY
74.
(h) The State Department of [Public Welfare] Social Services
or its local unit within the jurisdiction of the court, in any condition
of fact not hereinbefore covered.
Any consent obtained under the provisions of this section may
be revoked and cancelled at any time before final decree, but not
after a guardianship decree under Section 72 above, if one be had,
or not after an interlocutory decree, if one be had.
Minority of a natural parent shall not place such parent under
a disability in adoption or guardianship with the right to consent
to adoption proceedings and such parent, if he has attained the age
of eighteen (18) years, may give a valid consent to adoption or
guardianship with the right to consent to adoption and/or join as
a party in such proceedings and shall be considered sui juris and
no adoption or guardianship with right to consent to adoption shall
be invalidated because of the minority of a natural parent.
ARTICLE 26
JUVENILE CAUSES
59.
Unless and until provision shall be made for a temporary detention
home for children coming under the jurisdiction of the court, the
judge may arrange for the care and custody of such children tem-
porarily by the [county welfare board] local department of social
services, or other institution, agency or person.
ARTICLE 27
CRIMES AND PUNISHMENTS

(b) Wherever used in this section, unless the context clearly
indicates otherwise:
1. "Health practitioner" includes any physician, surgeon, den-
tist and other persons authorized to engage in the practice of heal-
ing, any resident or intern in any of these professions, and any
registered or licensed practical nurse attending or treating a child
in the absence of a practitioner of any of these professions.
2. "Child" means any person under the age of sixteen (16) years.
3. "Local department of [welfare] social services" and "local
State's attorney" [have the meaning stated in subsection (g) of
this section] refer to the jurisdiction in which the child lives.
