properties. No power or authority conferred by this section shall be
construed to abridge or limit the power of the County Commissioners,
the Board of Education, or of any governmental agency, or of any
person or corporation, to refuse to permit or to limit the use of any
ground, building, or facility under their control, ownership or juris-
diction.

(g) The Board, subject to the approval of the County Commis-
sioners, may employ such personnel as it may consider necessary to
administer its functions properly. If it employs a Director of Recrea-
tion, he shall be a person with training, experience, and capacity to

initiate and maintain a program of public recreation under his general

supervision; and he shall serve at the pleasure of the Board. The

salaries of all personnel shall be fixed by the Board, subject to the

approval of the Commissioners CONTRACT WITH PRIVATE OR-
GANIZATIONS FOR THE INITIATION AND MAINTENANCE
OF PUBLIC RECREATION PROGRAMS.

(h) The Board shall submit to the County Commissioners an
annual report of its activities, together with recommendations for
further activities and development of the county recreation program.
It shall also submit an annual budget, pursuant to the requirements
of law, itemizing the appropriations necessary for the performance of
its functions and duties.

(i) The County Commissioners, by and through the Board of
Parks and Recreation, may join or cooperate with the Federal Govern-
ment, the State of Maryland, any municipality, any other govern-
mental agency or citizen group in providing, establishing, conducting,
and maintaining recreation centers, playgrounds, parks, and other
recreation facilities and activities.

(j) The County Commissioners may borrow funds for the pur-
poses of this section and issue individual notes, bonds or other
evidences of indebtedness for the repayment of the funds and of
interest thereon.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 698
(House Bill 599)

AN ACT to add new Section 150 (a-1) to Article 2B of the Annotated
Code of Maryland (1957 Edition and 1967 Supplement), to follow
immediately after Section 150(a) thereof and to repeal and re-
enact, with amendments, Section 151 of Article 2B of said Code;
and to repeal Section 155(i) of Article 2B of said Code, title
"Alcoholic Beverages," subtitle "Board of License Commissioners,"
respectively, generally revising the laws relating to the Board of
License Commissioners in Cecil County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 150(a-1) be and it is hereby added to Article
