Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 657
(House Bill 271)

AN ACT to repeal and re-enact, with amendments, Section 10(3b)
of Article 21 of the Annotated Code of Maryland (1966 Replace-
ment Volume), title "Conveyancing" subtitle "Conveyances in
General" to include Montgomery County as qualifying for ex-
clusion from the terms of Section 10(3) of Article 21 in situa-
tions involving the execution of straw deeds or deeds which are
supplementary instruments merely confirming, correcting or
modifying previously recorded deeds with no actual consideration
paid for the execution therefor.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10 (3b) of Article 21 of the Annotated Code of Maryland
(1966 Replacement Volume), title "Conveyancing" subtitle "Convey-
ances in General" be and it is hereby repealed and re-enacted with
amendments, to read as follows:

10 (3b).

The provisions of subsection 10 (3) shall not apply in Charles,
Dorchester, Kent, Prince George's, Worcester, Carroll, [and] Fred-
erick and Montgomery counties to deeds executed as a mere conduit
or for convenience in holding and passing title, known popularly
as straw deeds, or deeds which are supplementary instruments
merely confirming, correcting or modifying previously recorded deeds,
if there is no actual consideration paid or to be paid for the execu-
tion of such supplementary instrument.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.
