joint tenancy and to vest title to such funds, and additions or accru-
als thereon in such survivor or survivors. No withdrawal or with-
drawals by any one or more of the parties to any such account shall
in any way affect or alter the joint tenancy originally established by
the parties as to the balance remaining in said account, including
any subsequent additions and accruals thereto made from time to
time thereafter.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 652
(House Bill 211)

AN ACT to repeal and re-enact, with admendments, Section 404 of
Article 41 of the Annotated Code of Maryland (1965 Replacement
Volume and 1967 Supplement), title "Governor, Executive and
Administrative Departments", subtitle "36. Maryland Arts Coun-
cil", to remove a limitation on the amount of State general funds
expended annually by the Maryland Arts Council for its purposes
and programs.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 404 of Article 41 of the Annotated Code of Maryland
(1965 Replacement Volume and 1967 Supplement), title "Governor,
Executive and Administrative Departments", subtitle "36. Mary-
land Arts Council", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

404.

[(a)] In the course of exercising its powers and duties under
this subtitle, the Council shall avoid any sections ACTIONS which
would interfere with the freedom of artistic expression or with the
established or contemplated arts programs in any community.

[(b) The Governor shall not propose the expenditure of a sum
of more than fifty thousand dollars ($50,000.00) in general funds
for the purposes and programs of the council during any one fiscal
year]; PROVIDED HOWEVER, THE COUNCIL MAY EXPEND
FOR THE USE OF THE BALTIMORE SYMPHONY AND CEN-
TER STAGE SUCH OTHER AND ADDITIONAL FUNDS AS
MAY BE APPROPRIATED.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.
