and Industry shall administer the provisions of this subtitle. The
Division of Industrial Safety shall have such clerks, inspectors and
other employees and technical assistants as shall be provided from
time to time in the budget. The Commissioner of Labor and Industry
shall appoint at least six additional inspectors to be designated
safety inspectors, who shall be qualified and trained in occupational
safety, and who shall be charged with responsibility for enforce-
ment of safety codes in construction and other hazardous industries
in the State at large, with salaries and travel expenses provided in
the annual budget. The Commissioner of Labor and Industry shall
further appoint at least three additional inspectors, who shall be
technically qualified, and who shall be charged with responsibility
for enforcement of safety codes relative to amusement rides or de-
vices and temporary and/or permanent structures at carnivals, fairs
and amusement parks or other areas where such rides, devices or
structures may be situated. These inspectors shall also be charged
with responsibility for enforcement of safety codes for passenger
and freight elevators in permanent installations and workmen's and
material hoists on construction projects with salaries and travel ex-
penses of such inspectors provided in the annual budget. Upon the
request of any company licensed to insure and insuring elevators in
this State, the Commissioner of Labor and Industry is empowered
and authorized to deputize qualified inspectors of said company as
special elevator inspectors and shall formulate rules and regulations
defining the authority of those deputized and, the reporting of in-
spections made by said inspectors. Such special elevator inspectors
shall receive no salary from, nor shall any of their expenses be paid
by, the State.
The Director and all other full-time employees of the
Division of Industrial Safety shall be subject generally to the pro-
visions of Article 64A of the Code, title "Merit System."

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

CHAPTER 101
(Senate Bill 287)

AN ACT to add new Section 148 (b-1) to Article 2B of the Annotated
Code of Maryland (1957 Edition and 1967 Supplement), title
"Alcoholic Beverages," subtitle "Boards of License Commission-
ers," to follow immediately after Section 148 (b) thereof, to pro-
vide that in Anne Arundel County not more than two of the
members of the Board of License Commissioners shall be of the
same political party.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 148 (b-1) be and it is hereby added to Article 2B
of the Annotated Code of Maryland (1957 Edition and 1967 Sup-
plement), title "Alcoholic Beverages," subtitle "Boards of License
Commissioners," to follow immediately after Section 148(b)
thereof, and to read as follows:
