WHOLESOME MEAT ADVISORY COUNCIL

(a) It is the intent of the General Assembly in the enactment of
this section to provide for the Maryland meat processing industry a
broadened representation in policy determinations with regard to
meat inspection in the State.
(b) For this purpose there is created FOR A PERIOD OF THREE
YEARS the Wholesome Meat Advisory Council of Maryland, which
has the duty of advising the State Board of Agriculture in the making
of rules and regulations for meat inspection under this subtitle, estab-
lishing production standards and making changes in same from time
to time for the advancement of the meat processing industry.
(c) The Council shall consist of ten ELEVEN persons, nine TEN
of whom shall be appointed by the Governor of Maryland for terms
of three years each. One member of the Council shall be a representa-
tive of the State Department of Health, one member a representative
of the Bureau of Meat Inspection of Baltimore City or the Baltimore
City Health Department, one member a representative of the Mary-
land Farm Bureau, one member a representative of the Agricultural
Advisory Board, one member a representative of the Consumer Pro-
tection Division of the Attorney General of Maryland, ONE MEM-
BER SHALL BE A REPRESENTATIVE OF THE MARYLAND
FROZEN FOOD LOCKER ASSOCIATION, INC. and four members
shall represent the slaughtering and processing industry, two of
whom shall be appointed from the State at large and two of whom
shall be appointed from Baltimore City. Of these nine members first
appointed to the Council, three shall serve for one year; three for two
years; and three for three years; and thereafter all terms shall be
for a period of three years. No person shall serve for more than two
full three year terms. The tenth ELEVENTH member of the Coun-
cil shall be an ex-officio member, who shall be designated by the State
Board of Agriculture, and who shall have all the rights and privileges
of the other members of the Council, except that he shall not have the
right to vote.
(d) The Chairman of the Council shall be selected by the members
from among their number. The Council shall also appoint a secretary
and such other clerks and clerical help, with the salaries provided in
the annual State budget. The Council shall meet at the call of the
chairman. The members of the Council shall receive no salary as
members but shall be reimbursed for reasonable expenses incurred
in attending meetings and other business of the Council.
(e) The Council shall submit its recommendations in writing, to
the State Board of Agriculture, through its executive officer. The
executive officer shall notify the Council of the action of the State
Board of Agriculture on the recommendations.
