Duties of Challengers and Watchers
"Such challenger and watcher shall have the right to remain in
the polling-room from the time the polls are opened until they are
closed, and after that time he shall be permitted to remain until the
returns are completed." Art. 33, Sec. 15-3 of the Annotated Code of
Maryland.
"Do not converse with voters, assist a voter in voting or do not
operate a machine."
15-4.
(a) A registered voter offering to vote at any election, before
being permitted to vote, shall identify himself by signing a voting
authority card and giving any change of address in the presence of
the judges which shall be entered on the voting authority card or on
a change of address form by the voter. The judge in charge of the
precinct registration file shall compare the signature upon such card
with the signature upon the registration card. If the same are not
identical, the applicant shall not be permitted to vote unless the
majority of judges are of the opinion that he is the same person
whose name appears upon the registration card. If the entry "Can-
not sign" appears upon the registration card, then the applicant shall
state his age, which shall be compared with the age stated upon the
registration card; or the applicant shall identify himself by such
other means as are referred to upon the registration card. If, upon
comparison of the signature or other identification, it is found that
the applicant is entitled to vote, then the judge having charge of the
registration file shall approve the voting authority card and write
his initials thereon. The number of voting authority cards furnished
to the judges shall exceed by ten per centum the number of registered
voters in the precinct. Each voting authority card shall be num-
bered and dated, and they shall be handed to the applicants in
numerical order, as such applicants shall appear and offer to vote.

(b) (2) In the case of primary elections, separate sets of return
sheets in [triplicate] duplicate may be prepared for each party, or
the tabulations for each party may be entered on one set of return
sheets, in [triplicate] duplicate, said choice of returns to be in the
discretion of the board.
17-3.
(a) The board of canvassers, upon being duly organized, shall
open all the original statements of votes cast, general returns, tally
sheets delivered or transmitted to them, and shall canvass and add
up the votes and make abstracts or statements thereof in the follow-
ing manner, as the case may require: All votes for Governor
shall be written out in words at length on one sheet; in like
manner, all votes for other State officers shall be written out on
another sheet; all votes [or] for presidential electors, on another
sheet; all votes for judges of courts, on another sheet; all votes for
Senators to the General Assembly, on another sheet, all votes for
[and] Delegates to the General Assembly, on another sheet: and all
votes for any other officer, on a separate and appropriate sheet; all
votes for or against any proposition which may be submitted to a
vote of the people, on another sheet.
