26-13. Requirements of election reports.

(a)    Successful candidates. No person shall be deemed elected to
any public
OR PARTY office under the laws of this State, or enter
upon the duties thereof, or receive any salary or emoluments there-
from until he shall have filed the statements provided for in Section
26-12; and no officer authorized by the laws of this State to issue
commissions or certificates of election shall issue a commission or
certificate of election to any person claiming to be elected to any such
office, until copies of such statements as aforesaid shall have been
made and filed under oath, by such person with such officer.

(b)    Section mandatory. The provisions of this section, including
the provisions of Section 26-11 with respect to the time of filing said
reports, shall be mandatory and not directory, provided, however,
that no candidate shall be disqualified for failure to file such state-
ment if such failure is found by a court of competent jurisdiction to
be with just cause.

26-14. Custody of reports.

Every officer or board with whom statements or accounts are re-
quired by any section of this article to be filed, shall receive and file
and preserve such statement or accounts in his office, and shall keep
the same as part of the records thereof for at least three years
