IN SECTION 700 OF THIS ARTICLE, FOR A PERIOD OF FIVE
(5) YEARS NEXT PRECEDING HIS APPLICATION FOR A
LICENSE HEREUNDER; EXCEPT HOWEVER THAT NOTHING
IN THIS SUBSECTION SHALL APPLY TO AN APPLICANT
SIXTEEN (16) YEARS OF AGE OR OLDER AND COMING OUT
OF HIGH SCHOOL OR COLLEGE, WISHING TO TAKE OR
CATCH SOFT-SHELL CLAMS UNDER THIS SECTION. HOW-
EVER, HE SHALL MAKE OATH TO THE SATISFACTION OF
THE DEPARTMENT OF CHESAPEAKE BAY AFFAIRS THAT
HE HAS JUST COME OUT OF HIGH SCHOOL OR COLLEGE,
AND HAVE A CERTIFICATE THEREFOR, AND FURTHER
THAT HE MEET ALL OF THE REQUIREMENTS UNDER THIS
SUBSECTION (A) HEREOF, EXCEPT RESIDENCY AND THE
HOLDING OF A TONGER'S LICENSE, SUCH APPLICANT
HOWEVER, MUST HAVE BEEN A BONA FIDE RESIDENT OF
ANNE ARUNDEL COUNTY FOR A PERIOD OF ONE (1) YEAR
NEXT PRECEDING THE MAKING OF THIS APPLICATION.
NOTWITHSTANDING ANYTHING TO THE CONTRARY IN
THIS SUBSECTION, THE DEPARTMENT OF CHESAPEAKE
BAY AFFAIRS MAY GRANT SUCH LICENSES TO MARYLAND
RESIDENTS WHO HAVE RETURNED TO LIVE IN ANNE
ARUNDEL COUNTY UPON BEING HONORABLY OR MEDI-
CALLY DISCHARGED FROM THE ARMED SERVICES OF THE
UNITED STATES.
SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

AN ACT to repeal and re-enact, with amendments, Sections 75 (a),
(b), 76, 77, 78 (b) and 81 of Article 56 of the Annotated Code of
Maryland (1964 Replacement Volume), title "Licenses," subtitle
"Private Detectives"; to add new subsections (e) and (f) to Sec-
tion 78 of said Article and title of the Code, to follow immediately-
after subsection (d) thereof; to add new Sections 81A and 86A
thereto to follow immediately after Sections 81 and 86 thereof;
and to repeal Section 90 thereof, and enact new Section 90 to stand
in the place of the Section so repealed, to amend the licensing laws
pertaining to private detectives, to impose new regulations on
private detectives, and relating generally to the qualifications and
licensing of private detectives.
