AN ACT to repeal Section 110A of Article 66C of the Annotated
Code of Maryland (1967 Replacement Volume), title "Natural
Resources," subtitle "Agriculture," subheading "Cloud Seeding,"
and to enact a new Section 110A in lieu thereof, to stand in the
place and stead of the section so repealed, to prohibit persons in
the State from engaging in weather modification by means of
cloud seeding or otherwise, to prohibit the use of ground gener-
ators for weather modification, both for a limited period of time
and to provide for the automatic expiration of this Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 110A of Article 66C of the Annotated Code of Mary-
land (1967 Replacement Volume), title "Natural Resources," subtitle
"Agriculture," subheading "Cloud Seeding," be and it is hereby
repealed and that a new Section 110A be and it is hereby enacted
in lieu thereof, to stand in the place and stead of the section so
repealed and to read as follows:

110A.

(a)  In or over any part of the State, for a period beginning on
July 1, 1968, and ending on September 1, 1969, it is unlawful for
any person to engage in any form of cloud seeding or any other
artificial form of weather modification.

(b)  It is unlawful for any person during the period in subsection
(a) of this section to use any ground generator for the purposes of
weather modification.

(c)  Violation of this section is punishable upon conviction by fine
not to exceed $1,000 or by imprisonment not to exceed three years
or by both fine and imprisonment.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1968.

AN ACT to authorize the creation of a State debt in the aggregate
amount of Ten Million Dollars ($10,000,000), the proceeds thereof
to be used exclusively for the purpose of supplementing the financ-
ing of the construction of public junior or community college build-
ings and facilities by each of the counties in this State and the
Mayor and City Council of Baltimore; the acquisition of such real
estate or interest in lands as may be necessary in connection there-
with by each of the counties and the Mayor and City Council of
Baltimore; providing generally for the issue and sale of certificates
of indebtedness evidencing such loan.
