from the amount of Nine Million Dollars ($9,000,000.00) to an
amount not exceeding One Million One Hundred Thousand Dollars
($1,100,000.00), and providing that nothing in this Act shall
change, alter or modify: (a) any of the terms and provisions of
said Chapter 492 except in the manner and to the extent set forth
in this Act; and (b) any of the power and authority vested in said
municipality to hereafter issue and sell its Certificates of Indebted-
ness in accordance with the terms and provisions of said Chapter
492 and a certain ordinance.

Whereas, Chapter 492 of the Laws of Maryland of 1957 authorized
the Mayor and City Council of Baltimore (hereinafter sometimes
called "City") to borrow Nine Million Dollars ($9,000,000.00) and to
use the same in connection with the construction of an art museum
and gallery; and

Whereas, pursuant to the provisions of said Chapter 492, Ordi-
nance No. 844 approved by the Mayor of Baltimore on June 20,1966,
and by the voters of Baltimore City on November 8, 1966, authorized
the City to issue its Certificates of Indebtedness (hereinafter some-
times called "bonds") in the amount of One Million One Hundred
Thousand Dollars ($1,100,000.00) and to use the proceeds derived
therefrom in connection with the construction of an art museum and
gallery in a designated location in Baltimore City, but the City has
not issued and sold any of said bonds although it anticipates doing so
in the future; and

Whereas, pursuant to said Chapter 492, there remains in the City
the power to borrow Seven Million, Nine Hundred Thousand Dollars
($7,900,000.00) for which no ordinance has been ordained; and

Whereas, it has been determined that it would not now be in the
best interests of the City to borrow the forementioned sum of Seven
Million Nine Hundred Thousand Dollars ($7,900,000.00) for which
no ordinance has been ordained, for the purposes mentioned in said
Chapter 492 of the Laws of Maryland of 1957; now, therefore

Section 1. Be it enacted by the General Assembly of Maryland,
That the authority granted to the Mayor and City Council of Balti-
more by Chapter 492 of the Laws of Maryland of 1957 to create a
debt and to issue its Certificates of Indebtedness as evidence thereof,
be and the same is hereby reduced from the amount of Nine Million
Dollars ($9,000,000.00) to an amount not exceeding One Million
One Hundred Thousand Dollars ($1,100,000.00).

Sec. 2. And be it further enacted, That nothing contained in this
Act shall be taken or construed to:

(a)   Change, alter or modify any of the terms and provisions of
Chapter 492 of the Laws of Maryland of 1957, except in the manner
and to the extent specifically set forth herein;

(b)   Change, alter or modify any of the power and authority vested
in the City to hereafter issue and sell its bonds in accordance with the
terms and provisions of Chapter 492 of the Laws of Maryland of
1957 and Ordinance No. 844, approved June 20, 1966.
