Whereas, no ordinance authorizing the City to borrow the remain-
ing Fourteen Million Dollars ($14,000,000.00) as authorized by Chap-
ter 521 has been ordained and hence no bonds have been issued or
sold by the City pursuant to such Act; and
Whereas, it has been determined that it would not now be in the
best interests of the City to borrow the forementioned remaining
sum of Fourteen Million Dollars ($14,000,000.00), for which no
ordinance has been ordained, for the purposes mentioned in said
Chapter 521 of the Laws of Maryland of 1957; now, therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That the authority granted to the Mayor and City Council of Balti-
more by Chapter 521 of the Laws of Maryland of 1957 to create a
debt and issue its Certificates of Indebtedness as evidence thereof,
be and the same is hereby reduced from the amount of Twenty Million
Dollars ($20,000,000.00) to an amount not exceeding Six Million
Dollars ($6,000,000.00).
SEC. 2. And be it further enacted, That nothing contained in this
Act shall be taken or construed to:
(a) Change, alter or modify any of the terms and provisions of
Chapter 521 of the Laws of Maryland of 1957 except in the manner
and to the extent specifically set forth herein;
(b) Change, alter or modify any of the power and authority vested
in the City to hereafter issue and sell its bonds in accordance with
the terms and provisions of Chapter 521 of the Laws of Maryland
of 1957 and Ordinance No. 308, approved May 26, 1960.
Sec. 3. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

AN ACT to repeal Chapter 211 of the Laws of Maryland of 1961
which authorized the Mayor and City Council of Baltimore to
borrow One Million Five Hundred Thousand Dollars ($1,500,000)
and to use the same to extend, enlarge and improve the municipal
conduit system; to repeal Chapter 175 of the Laws of Maryland
of 1963 which authorized the Mayor and City Council of Balti-
more to borrow Five Million Dollars ($5,000,000) and to use the
same for an administration building for the Department of Edu-
cation of Baltimore City; to repeal Chapter 93 of the Laws of
Maryland of 1966 which authorized the Mayor and City Council
of Baltimore to borrow Three Million Dollars ($3,000,000) and to
