such salary and the expenses of rent, stenographic and clerical help,
stationery, postage and miscellaneous office expenses necessary to the
work of the Commission and Executive Secretary shall be as pro-
vided for in the annual budget. The Executive Secretary shall main-
tain an office in the City of Annapolis. The members of the [Board]
Commission shall receive no salary as members, but shall be reim-
bursed for reasonable expenses incurred in attending meetings and
other business of the [Board] Commission.
SEC. 3. AND BE IT FURTHER ENACTED, THAT WITH RE-
SPECT TO THE REQUIREMENT IN SECTION 249 (B) OF THIS
ACT THAT THREE MEMBERS OF THE BOARD OF REGENTS
OF THE UNIVERSITY OF MARYLAND BE SELECTED FROM
LISTS OF NOMINEES SUBMITTED BY THE MARYLAND
AGRICULTURE COMMISSION, THE THIRD OF SUCH MEM-
BERS, AS ADDED AND REFERRED TO IN THIS ACT, SHALL
BE APPOINTED NOT LATER THAN THE YEAR 1970, TO
FILL A VACANCY CAUSED BY THE EXPIRATION OF A
TERM OF ONE OF THE MEMBERS THERETOFORE AP-
POINTED AT LARGE.
Sec. 3 4. And be it further enacted, That this Act shall take
effect July 1, 1968.

(Senate Bill 412)
AN ACT to authorize the County Commissioners of Howard County,
in their discretion, to borrow Three Hundred Thousand Dollars
($300,000.00) upon the faith and credit of said Howard County
for the purposes of acquisition of land for the park lands pro-
gram, and to issue bonds therefor and to levy taxes to pay the
principal and interest of such bonds.
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Howard County be and they are
hereby authorized and empowered, in their discretion, to issue at
one time, or from time to time, upon the faith and credit of said
county, bonds in an amount or amounts not exceeding in the ag-
gregate Three Hundred Thousand Dollars ($300,000.00), for the
following purpose only:
1. Purchase of lands to be used as part of the Howard County
Park Lands Program.
Sec. 2. And be it further enacted, That the County Commis-
sioners of Howard County shall, when they exercise said discretion,
by resolution, prescribe the form and tenor of said bonds, the
method and manner of offering the same for sale and the rate of
interest payable thereon, or the method of arriving at such rate or
rates of interest. Said County Commissioners may fix said rate or
rates of interest in said resolution or may request bidders to name
